About Allen

The son of a Lutheran Pastor, Allen grew up in small towns across downstate Illinois. As a high school freshman he was accepted into the prestigious Illinois Math and Science Academy (IMSA) where he met and fell in love with his future wife Carey (Steger) Mayer.  Allen and Carey graduated as part of IMSA’s second class in 1990.

After IMSA, Allen went to the University of Chicago where he graduated with honors with a degree in Political Science in 1993. In the summer of 1992 Allen worked as an intern in Congressman Lane Evans’ district office in Moline, Illinois.

After the University of Chicago, Allen attended the University of Illinois’ College of Law and graduated cum laude, finishing his classwork in 1997 and passing the Illinois Bar Exam in 1998. Meanwhile, Carey was studying architecture at University of Illinois’ world class School of Architecture

In July of 1996 Allen and Carey were married in Sandwich, Illinois at Salem LutheranChurch where Allen’s father served as Pastor.

After finishing school in Champaign-Urbana, Allen and Carey made their home in Peoria.  Carey was recruited to work for the architecture firm of Phillips Swager Associates (now Dewberry Architects), where she still works today.

After law school, Allen went to work as an Assistant Counsel to the Speaker of the Illinois House of Representatives. In that role he served as Counsel to the Insurance, Agriculture & Conservation, Judicial Redistricting, Veterans Affairs, and other House Committees. He also served as Assistant Parliamentarian for the Illinois House.

After a brief stint in private practice, Allen went to work for newly-elected Illinois Comptroller Dan Hynes. In the Comptroller’s office Allen worked on everything from training local governments on how to fulfill their financial reporting requirements to writing legislation to protect the overtime rights of Illinois workers to serving as Prevailing Wage Enforcement Officer and Freedom of Information Officer.

Allen currently works as an attorney for the Illinois Department of Commerce and Economic Opportunity where he is the in-house expert on the Illinois Enterprise Zone program and serves as the attorney for the Grants Management Unit that oversees capital grants to local governments and not-for-profits across Illinois.

In 2002 Allen and Carey were blessed with their son Conrad and in 2006 with their daughter Katherine. Conrad and Katherine both attend District 150 schools. Conrad attends Washington Gifted and Katherine attends Thomas Jefferson Elementary.

First English Lutheran Church

Allen and his family are active members of First English Lutheran Church in Peoria and the Biltmore Heights Neighborhood Association. They give back to the community through the Junior League of Peoria, the Peoria County Bar Association, the Peoria Jaycees, WTVP and other civic groups.
