Mark Owens

Mark received his Ph.D. in political science at The University of Georgia.  He teaches graduate and undergraduate courses about American political institutions and democratic representation at The University of Texas at Tyler.

Mark's research has focused on changes to legislative rules across time to understand how legislators collectively craft legislation.  His work on legislative rules in the Senate has been published in American Politics Research, Congress & the Presidency, and PS: Political Science and Politics.  In 2015 and 2016, Mark worked as an APSA Congressional fellow on the staff of Senator Orrin Hatch, the President Pro-Tempore of the U.S. Senate.
