H.R. 26 - Regulations from the Executive in Need of Scrutiny (REINS) Act

Requires Congress to approve major rules before they take effect. It also requires agencies to submit to Congress a cost-benefit analysis of every rule, major or non-major, before the rule could take effect.

H.R. 33 - Small Business Regulatory Flexibility Improvements Act of 2017

Requires that federal regulators take into consideration indirect economic effects on small businesses when crafting regulations. It also modernizes the Regulatory Flexibility Act of 1980 (RFA) to more broadly include small businesses. The Chief Counsel for Advocacy of the Small Business Administration (SBA) is also granted expanded authority to ensure agencies are complying with the RFA.

H.R. 5Regulatory Accountability Act of 2017 

Reforms the process used by federal agencies to analyze and formulate new regulations, to ensure regulations contain a complete analysis of potential impacts of small businesses.

Updates the tax code to prevent business income attributed to individuals from being taxed at a higher rate than corporate income.
