SENATE BILLS INTRODUCED:

 

SB 15-18:    To authorize the Marianas Public Land Trust to make available $10,000,000.00 for the Marianas Public Lands Authority’s use in the establishment of programs to provide for home loans to homesteaders; and for other purposes.

 

SB 15-19:    To approve, adopt, and establish the Northern Marianas Descent Registry as established by the Marianas Public Lands Authority as the only official list of all Northern Marianas Descent; and for other purposes.

 

SB 15-39:    To facilitate a healthy turnover of government employees by improving and encouraging early retirement for eligible Class I members; and for other purposes.

 

SB 15-52:    To prohibit smoking in Commonwealth government workplaces; and for other purposes.

 

SB 15-60:  To amend section four of public law 15-24 to exempt the Departments of Public Health and Safety as wells as Northern Marianas College from the government austerity holiday; to authorize the Chief Justice to exempt critical positions within the Judiciary; and for other purposes.    

 

SB 15-73:        To rename “Microl Beach Drive'' to “Gov. Larry DL. Guerrero Drive” in honor of former Governor Lorenzo I. Deleon Guerrero’s commitment and dedication to public service in the Northern Mariana Islands and for other purposes.

 

SB 15-74:        To rename “Beach Road'' to ''Chalan Bishop Tomas A. Camacho Rd'' in honor of Bishop Tomas Aguon Camacho for the development of the inner qualities and external conditions needed for the creation of a more peaceful, just and sustainable society and for other purposes.

 

SB 15-78:  To subject penalty and interest fees to the CNMI government for late payment of billings (vendor), tax refund and rebate; and for other purposes.

 

SB 15-79:    To authorize the NMI Retirement Fund Administrator to release the Cost of Living Allowance (COLA) fund as remitted by the central government to the applicable retirees of the NMI Retirement Fund without the board’s authority; and for other purposes.

 

 

 

 SENATE LEGISLATIVE INITIATIVE INTRODUCED:

 

SLI 15-04:  To propose a constitutional amendment to Article XII Section 3 of the CNMI Constitution to change the term permanent and long-term interests in real property.

 

SLI 15-05:  To amend Article XI Section 6 (d) of the Constitution of the Commonwealth of the Northern Mariana Islands to require the Marianas Public Land Trust to disburse earnings from MPLT investments to persons of Northern Mariana Islands descent.

 

SLI 15-10:  To amend Sections 5 and 6 of Article XI of the Constitution of the Commonwealth of the Northern Mariana Islands to authorize the use of Marianas Public Land Trust funds in the amount of $14,000,000.00 in revolving funds for home loans to first-time borrowers of Northern Marianas Descent and $14,000,000.00 in revolving funds for business loans to borrowers of Northern Marianas Descent.

 

SLI 15-11:  To amend Article II Sections 16(c)(d) of the Constitution of the Northern Mariana Islands to reduce the operating budget of both houses of the presiding officers of the Legislature and the Legislative Bureau budget ceiling.

 

 

 

SENATE JOINT RESOLUTIONS INTRODUCED:

 

SJR 15-03:  Urging Governor Benigno R. Fitial to rescind his cancellation letter to Micronesian Games Council President William Keldermans, and to host the 2006 Micronesian Games in the Commonwealth of the Northern Mariana Islands.

 

SJR 15-17:    Urgently requesting the United States House of Representatives to confer a non-voting Delegate status to the CNMI, so that the people of the CNMI can have a voice on the impending issue of Federalization.

 

 

SENATE COMMEMORATIVE RESOLUTIONS INTRODUCED:

 

SCR 15-05:  To express sincere and heartfelt condolences to the family of the late Lance Corporal Adam Quitugua Emul of the United States Marine Corps, and for making the courageous and ultimate sacrifice in our nation’s struggle to bring peace to the people of Iraq.

 

SCR 15-06:  Conveying the Senate’s sincere and heartfelt condolences to the family of the late Captain Vicente Manglona Concepcion, and paying tribute to his selfless acts of generosity and kindness to the visitors and residents of the Commonwealth.

 

 

 

SENATE RESOLUTIONS INTRODUCED:

 

S.R. 15-01:  To commemorate, recognize and congratulate Mrs. Charlotte Deleon Guerrero Camacho, CNMI Public School System 1st Grade teacher at GT Camacho Elementary School in San Roque, on the occasion of her selection as the 2005 CNMI Teacher of the Year.

 

S.R. 15-02:  Conveying the sincere condolences and sympathy of the Senate, Fourteenth Northern Marianas Commonwealth Legislature, to the bereaved family of the late Elias Okamura on the occasion of his untimely passing and paying tribute to his fond memory.

 

S.R. 15-06:  Conveying the sincere condolences and sympathy of the Senate of the Fifteenth Northern Marianas Commonwealth Legislature to the bereaved family of the late Honorable Ponciano “Ponce” Cruz Rasa on the occasion of his untimely passing and paying tribute to his fond memory.

 

S.R. 15-10:  To Request the Honorable Mayor Juan B. Tudela to rename “Beach Road,” Saipan to Chalan Bishop Camacho.

 

S.R. 15-11:  To commend and recognize the outstanding leadership of Mrs. Cecilia Taitano-Celes in the successful coordination of the 25th Flame Tree Festival.

 

S.R. 15-12:  Endorsing and supporting the petitions of the local farmers and fishermen on their rightful assignment to the Garapan fishing base as the venue for the Saipan Public Market and to encourage and persuade Governor Benigno R. Fitial and Department of Lands and Natural Resources Secretary Dr. Ignacio Dela Cruz to reassess their intention of relocating said venue in the interest of the petitioners and the people of Saipan.

 

S.R. 15-13:  Recognizing and Commending Representative Stanley T. McGinnis Torres for Seeking Judicial Interpretation of the Legality of the Governor’s State of Disaster Emergency for the Commonwealth Utilities Corporation as it Affects the CNMI Government’s Separation of Powers and CNMI Constitutional and Statutory Laws.

 

S.R. 15-14:  Supporting and endorsing the joint venture of J.G. Sablan Rock Quarry Inc. and Bridgecreek International Corporation on the Pagan Mining Project and ask Governor Benigno Fitial to accelerate its processing for the benefit of the people of the CNMI in its present financial turmoil.

 

S.R. 15-23:  To congratulate the CNMI Little League All-Star Team for representing the Pacific region in the 60th Little League Baseball World Series, in Williamsport, Pennsylvania.

 

S.R. 15-25:  To Request the Honorable Mayor Juan B. Tudela to rename “Papago Drive” Saipan to Chalan Raphael M. Reyes.

 

S.R. 15-28:  Conveying the sincere condolences and sympathy of the Senate of the Fifteenth Northern Marianas Commonwealth Legislature to the bereaved family of the late Honorable Vicente (Ben) Torres Attao, on the occasion of his untimely passing and paying tribute to his services to the people of the Commonwealth and fond memory.

 

S.R. 15-29:  To commemorate, recognize and congratulate Mrs. Acelia Castro Dela Cruz, CNMI Public School System 5th Grade teacher at Tanapag Elementary School in Tanapag, on the occasion of her selection as the 2006 CNMI Teacher of the Year. 

 

S.R. 15-36:   To express sincere and heartfelt condolences to the family of the late Corporal Lee Roy Apatang Camacho of the United States Army, and for making the courageous and ultimate sacrifice in our nation’s struggle to bring peace to the people of Iraq.

 

S. R. 15-37:  Opposing any attempt by the U.S. Congress to federalize immigration and labor in the CNMI and instead urging for a collaborative, alternative solutions.

 

S.R. 15-41:  To recognize and congratulate Miss Pauline Lydia M. Manglona for her triumph as the 2007 regional Scripps spelling bee champion for the islands of Guam, Palau, and CNMI.

 

S.R. 15-42:  To recognize and commend the Tinian Junior/High School Mock Trial participants in their triumphant victory at the island-wide 2007 Mock Trial Competition held at the Guma Husticia on March 17, 2007.

 

S.R. 15-45:   To request that Governor Benigno R. Fitial immediately submit to the Legislature a proposed budget for the next fiscal year as required by the Constitution and public laws of the Commonwealth of the Northern Mariana Islands.

 

S.R. 15-48:  Relative to Honoring and extending a sincere un dangkulo na si yu’us ma’ase to the honorable Benjamin Taisacan Manglona for his outstanding career as a Public Servant and a great community leader of the Commonwealth of the Northern Mariana Islands.
