To view the PDF file online you need a Google Docs log in. If you don't have one you can create an account when the Google Docs site opens. If you are logged in Google Docs press and hold Ctrl key then click View to prevent the pop up blocker from blocking. Or Press and hold Ctrl key then click the PDF file. Look for the new tab of the file then click it to view the file. You can also right click on the file the click Open link in new tab. Click the new tab to view the file.
