I am using the stunning artwork of Barbara Jensen. To use her art you must purchase a license HERE. The gorgeous freebie scrapkit I used is by Bel Vidotti and is part of the About Love blog train. Let's get started!

Open a new image 600x600 and floodfill with white. Resize 68% a paper of choice and copy and paste as a new layer. Apply ra-mask01-love to the paper. Layers-load/save mask-load mask from disc.

Resize 80% and copy and paste frame 2 as a new layer. Click inside the frame with your magic wand. Selections-modify-expand by 6 and copy and paste a paper of choice over your selection. I used paper2. Selections-Invert-hit delete on your keyboard. Move this paper below your frame layer.

Resize the white rose frame 40% and copy and paste as a new layer. Center it inside your blue frame. Click inside that frame also and follow steps above using another paper of choice. I used paper10. Resize rose1 30% and copy and paste as a new layer. Place in the lower left corner of your blue frame. Duplicate and mirror. Duplicate that rose and flip and place on the top right corner. Copy and paste your tube as a new layer.

Resize heart1 42% and tuck behind the roses, rotate a bit with your raster deform too. Duplicate the heart and mirror. Resize the bow 50% and copy and paste it as a new layer. Place on the top left hand corner or your frame. I resized the leaves 20% and put them as accents under the bow.

Add any other elements of choice. I used the amor heart lock and the envelope. Copy and paste your wordart.

Drop shadow the pieces of your tag. I used 2/2/45/5. Crop, resize, add your copyright info and name to your tag.

Animation (optional)

Copy your tag merged into animation shop and duplicate so it has 4 frames. Open the silverstar twinkle I have supplied. Edit select all-edit copy. Activate your tag-select all- paste into selected frame. Place them in your center heart frame.

Run your animation and save as a gif!
