I am using the lovely FTU artwork of Nene Thomas. You can visit Ms. Thomas's site HERE. Scrap kits used are part of the Emerald Sky Blog Train. I used two kits. One by Pimp'd Tag Scraps that you can get HERE. The other is by Yvette at Misfits Scraps which you can get HERE.
Mask is by Sabre and is called clovers daydream. You can pick it up HERE. Maidenhair ferns are by Rainbow Coffi. You can find more of her work at PSP-Playground HERE. Castle image is a free image available at stock.xchng HERE . My supplies HERE.
Plug-ins used : Vanderlee snowflakes for rain effect.

Open a new blank image 600X600 and floodfill with white. Copy and paste paper 15 from Yvette's kit as a new layer. Apply the cloversdaydream mask to the paper. Layers-load/save mask- load mask from disk. Merge the group.
Copy and paste frame3 from Yvette's kit as a new layer. Click inside the frame with your magic wand. Selections-modify-Expand by 6 and copy and paste paper 12 as a new layer. Selections- invert-hit delete on your keyboard. Bring the paper layer under the frame. Select none. Click inside the frame once again and copy and paste the misted castle tube as a new layer. Selections-invert- delete. Bring under the frame. Change the castle layer blend mode to Multiply and reduce the opacity to 90. Merge the castle layer and paper under it together.

Resize bow 1 from Yvette's kit 50% and copy and paste it as a new layer. Place at the top of the frame.
Copy and paste the black tulip from the Pimp'd Tag scrap kit as a new layer. Place on the right lower side of the tag. Duplicate the tulip and resize the duplicate 80%. Duplicate both the tulips and mirror.
Resize ribbon 1 from the Pimp'd Scraps kit 20% and loop around the tulips by erasing the needed parts to the get the looped effect.
Resize the maidenhair fern and place on all 4 corners on the tag by mirroring and flipping. crop and resize the tag as needed. Add your copyright info, watermark and name. The font I used is called Fancy Celtic.

Apply vanderlee snowflakes to the new raster layer with the following settings:
Now go to Adjust-blur-motion blur with the following settings:
Copy your tag merged into animation shop and paste as a new animation.
Back to PSP undo the motion blur and snowflakes and reapply snowflakes again, changing the random seed. Blur again and select none and copy merged into animation shop and paste after the current frame. Do this process one more time pasting after current frame for a total of 3 frames.
Run the animation and save your tag as a gif!
