Resumen
Working conditions in inner-city schools have been found to be inferior when compared to schools outside the city. Such working conditions have a direct impact on teachers' effectiveness, moral, attitudes, behaviors, and ability to do their job. This study describes the working conditions of five inner-city schools and their effects on five physical educators who have been identified as effective teachers by experts in the field. The goals, strategies, methods, philosophies, value orientations, and personal characteristics of the participating teachers in their attempt to overcome the constraints created by the working conditions are also described. Qualitative research methods were used for data collection and analysis. The methods included formal and informal interviews, class observations and document analysis. A conceptual framework guided the data collection process from which categories were developed to answer the research questions. The findings are reported as individual case studies and a cross case analysis was conducted to describe similarities and differences across the cases and to compare the findings with the literature on inner-city schools. The cross case analysis revealed three themes that emerged from the data collected: The working conditions and their effect on teaching, the influence of the teachers' personal characteristics on their teaching, and their teaching and management techniques.
The findings indicated that the working conditions for teaching physical education in these schools were sub- standard at best, and created a series of constraints which affected the teachers' and their teaching. Based on the findings of this study, the literature on inner-city schools and the researcher's experience as an inner-city teacher, several recommendations were made to try to overcome the constraints of these working conditions. The recommendations were directed to inner-city school administrators, teacher education programs, and to inner-city physical educators.
