For this tutorial you will need:
A Tube of your choice I am using the awesome artwork of Keith Garvey which you must have a license to use you can get one at PTE
*Please note I purchased my tube from MPT*
Papers and elements are from a scrapkit called Pink Valentine Heart by Tina, you can purchase that at HERE
Mask is by Vix, its Valentine Mask #2 you can get that HERE 
Template is by Blissfully Beth, its template #27 you can get that at her BLOG 
DBS Flux - Bright Noise
 
 
Open up the mask and a paper of your choice, I used a dark one

Duplicate the mask and leave the original to one side

Copy and paste the paper onto your duplicated image
Layers / Merge / Merge Visible
 
Masks / New / From Image and select the mask from the dropdown menu
Masks / Delete and click yes to the little popup window and now give this a dropshadow of your choice
 
Now open up the template, duplicate and close the original, now delete the wordart layer, heart layer and background layer

Image / Canvas Size / 600 x 600

Copy and paste the mask that we just did as a new layer and drag this down the bottom in your layer pallet, then place this so that theres equal amounts of the mask at the top and bottom
 
Close all the layers apart from the grey square ones in your layer pallet
Layers / Merge / Merge Visible
Selections / Select All
Selections / Float
Selections / DeFloat

Open up another paper of your choice, copy and paste this is a new layer, resize if needed
Selections / Invert and hit the delete key
Selections / Select None and now give these a dropshadow

Once your happy delete the original layer
 
Cross out that layer and uncross all the black square layers
Layers / Merge / Merge Visible
 
Selections / Select All
Selections / Float
Selections / DeFloat

Open up another paper of your choice, copy and paste this is a new layer, resize if needed
Selections / Invert and hit the delete key
Selections / Select None and now give these a dropshadow

Once your happy delete the original layer
 
*Repeat this for for the stripes layer with a different paper*
 
Now for the lips layer, you can leave them as is, or you can colourize/effect to suit, once your happy, move them over slightly to the bottom right hand corner, duplicate and then mirror and place at the top left hand corner

For the effect of my lips I used Lokas Aqua
 
Now using a nice straight font,make sure that floating and vector are ticked, type out your saying in a colour that goes well stretch it until its the same length as the boxes, once your happy convert to raster layer
 
Selections / Select All
Selections / Float
Selections / DeFloat
Selections / Modify / Feather / 15

Add a new raster layer and flood fill with the colour white 5 or 6 times

Drag this white layer underneath the saying layer, then give your saying a dropshadow
 
Cross out all the layers except for the saying and white layers in your layer pallet
Layers / Merge / Merge Visible and then uncross everything, drag your saying/white layer underneath the bottom boxes
 
Open up one of the flying glitter hearts, resize by 70%, copy and paste as a new layer, put this above your saying/white layer and place it so that its just showing underneath the boxes, once your happy, duplicate this and flip, this will need moving
 
Now open up a pearl heart frame and resize by 20%, copy and paste as a new layer and place this ontop of your inside frames, using your lasso tool cut away the part of the heart that is over the frame, this will give it the impression of it hanging, once your
happy, duplicate this and then mirror, then drag this to the bottom of the frame on the other side
 
In your layer pallet hightlight the middle frame layer and then using your selections tool, set at rectangle, feather 0 draw a rectangle over the frame
 
Open up yur tube, copy and paste as a new layer and place inside the floating ants
Selections / Invert and hit the delete key, then drag underneath the frame layer and give it a dropshadow

*Repeat this for the other frame*
 
Once your happy
Layers / Merge / Merge Visible
 
Copy and paste your tube as a new layer again resize if needed, I resized mine by 85% place in the middle and give it a dropshadow of your liking, then place in the middle
 
Open up one of the glitter hearts, copy and paste as a new layer and place ontop of your tube, resize to your liking, I resized mine by 80%

Duplicate this heart layer and drag it underneath yout tube layer
 
Highlight the top heart layer and using your lasso tool cut away a couple of parts that over lapping your tube, then give your bottom heart layer a very slight dropshadow
 
Add a new raster layer and add your name and copyright, make sure that this is at the top in your layer pallet
 
In your layer pallet rename the heart layers 1 and 2, duplicate these 3 times each, so you have a total of 4 each
 
*Only click Mix on the TOP heart layers, just click ok the bottom layers*
 
Starting at the top on both heart layers apply DBS Flux - Bright Noise set at 20 and click Mix Once

On the 2nd top layer heart layer click Mix twice, on the 3rd click Mix times etc
 
Crop your image
Once your happy and all done, cross out the bottom 3 layers of both hearts
Edit / Copy Merged
Over in AS paste as a new animation
 
Back in Psp cross out both the top heart layers and uncross both the 2nd heart layers
Edit / Copy Merged
Over in AS paste after current frame
 
Back in Psp cross out both the 2nd heart layers and uncross both the 3rd heart layers
Edit / Copy Merged
Over in AS paste after current frame
 
Back in Psp cross out both the 3rd heart layers and uncross both the 4th heart layers
Edit / Copy Merged
Over in AS paste after current frame
 
Play your animation, save as a Gif and your done
