Article 1, Section 9 of the United States Constitution

The Federalist No. 44 by James Madison 

"Bills of attainder, ex post facto laws, and laws impairing the obligation of contracts, are contrary to the first
principles of the social compact, and to every principle of sound legislation.  The two former are expressly prohibited
by the declarations prefixed to some of the State constitutions, and all of them are prohibited by the spirit and scope
of these fundamental charters.  Our own experience has taught us, nevertheless, that additional fences against these
dangers ought not to be omitted.   Very properly, therefore, have the convention added this constitutional bulwark in
favor of personal security and private rights;  and I am much deceived if they have not, in so doing, as faithfully
consulted the genuine sentiments as the undoubted interests of their constituents.   The sober people of America
are weary of the fluctuating policy which has directed the public councils.  They have seem with regret and
indignation that sudden changes and legislative interferences, in cases affecting personal rights, become jobs in the
hands of enterprising and influential speculators, and snares to the more-industrious and lessinformed part of the
community.  They have seen, too, that one legislative interference is but the first link of a long chain of repetitions, 
every subsequent interference being naturally produced by the effects of the preceding.  They very rightly infer, therefore, 
that some thorough reform is wanting, which will banish speculations on public measures, inspire a general prudence 
and industry, and give a regular course to the business of society.   The prohibition with respect to titles of nobility is 
copied from the articles of Confederation and needs no comment.

"Ex post facto laws retroactively change the RULES OF EVIDENCE in a criminal case, retroactively alter the
definition of a crime, retroactively increase the punishment for a criminal act, or punish conduct that was legal
when committed."

"An ex post facto law is considered a hallmark of tyranny because it deprives people of a sense of what behavior will or will
not be punished and allows for random punishment at the whim of those in power."

"The desire to thwart abuses of power also inspired the Framers of the Constitution to prohibit bills of attainder, which are
laws that inflict punishment on named individuals or on easily ascertainable members of a group without the benefit of a trial.
Both ex post facto laws and bills of attainder deprive those subject to them of DUE PROCESS of law - that is, of notice and 
an opportunity to be heard before being deprived of life, liberty, or property."

a choice of difficulties) ought to be a decisive motive for a candid construction of the Conduct of the Government in
making it, and for a spirit of acquiescence in the measures for obtaining Revenue which the public exigencies may at
any time dictate."

"Let's recap.  The Marshall Plan had an outer shell, the European Recovery Programme,
and an inner core, the economic reconstruction of Europe on the basis of debt 
forgiveness to and trade integration with Germany.  The effects of its implementation
were huge.  While Western Europe in the 1950s struggled with debt/GDP ratios close to
200%, the new West German state enjoyed debt/GDP ratios of less than 20%.  This

in this country each year.  The vast majority of these killings are at the hands of other blacks.

If that doesn't shock you, maybe this will:  More blacks were murdered in the USA in 2009 alone than
all the U.S. troops killed in Iraq and Afghanistan wars to date."

"As it is, the killing fields in black neighborhoods have fueled the flight of upper-income and 
middle-class blacks to safer places.  Left behind in the urban war zones are those blacks who are too
poor to escape.

Ending the epidemic of black-on-black killings also could improve educational opportunities
and achievement of black children.  Safer neighborhoods are essential to creating better learning
environments for public schools.

It also would make it more likely that businesses - and jobs - would be attracted into these
urban wastelands.  The resulting revitalization would reduce the need for public services and the
demand for government subsidies.

Most important, a campaign to end these murders will save the lives of the thousands of blacks
who are killed by other blacks each year, an effort that currently lacks the intensity of the call
for justice for Trayvon Martin."

soldiers a means of rehabilitation, combined with specified job training and dedicated job placement, ensuring that they

DRINKING AGE AND SOLDIERS

If a person is old enough to serve in the United States Military at 18 years old, the person is old enough to 
drink alcohol in a bar.  A bullet to the brain is a lot more dangerous than a glass of alcohol.

I think it is crazy that we tell soldiers that have lost their legs fighting for our country at 18 years of age 
that they may not drink alcohol in a bar.

If you think people should not be allowed to drink alcohol before they turn 21 years of age, then you should 
be asking members of Congress to pass a law that says that people should not be allowed to join the 
United States Military before they turn 21 years of age.

At least 5 percent of the money raised from a scaled tariff should be used for Medicare.

At least 5 percent of the money raised from a scaled tariff should be used for health clinics that provide
free health care.


A Scaled Tariff Would Help Balance the 2011 Budget


People should be allowed to buy into Medicare or a health insurance plan similar to what members of
Congress have.  Monthly premiums could be based on monthly incomes and coverage options.

for the long-term preservation of blood plasma.  Prior to his discovery, blood could not be stored for more than
two days because of the rapid breakdown of red blood cells.  Drew had discovered that by separating the
plasma (the liquid part of blood) from the whole blood (in which the red blood cells exist) and then
refrigerating them separately, they could be combined up to a week later for a blood transfusion."
