and economy over time.  China is not led by idiots.   If China cared more about human
rights and freedom of speech, I think its economy would be growing even faster.   The
people of China realize the importance of saving money.
 
 
 
 
Governments may want to pump some of their tax dollars into SMALL AND MEDIUM SIZE
BANKS AND CREDIT UNIONS to help STIMULATE their economies.  The more money that
small and medium sized banks and credit unions have the more money they may be able to loan
to small businesses helping them employ people.  The governments would obtain interest
from their accounts.  If many small businesses the banks and credit unions loan money
to do well, the governments may obtain more tax revenues over time.
 
 
 
 
Many governments may want to break large financial institutions into many small companies.
 
 
 
FEDERAL RESERVE

Article One, Section Eight of the United States Constitution says Congress has the

Congress should eliminate the Federal Reserve or veto many of its decisions.
If the Federal Reserve continues to exist, a decision of the Federal Reserve should
be vetoed if a majority of the United States Senate or a majority of the
United States House of Representatives wants the decision to be vetoed.
 
 
 
 
 
 
 
Businesses need capital to stay in business.  Businesses need capital to pay their employees.  
Governments should be making it easier for businesses to obtain capital.  The harder it is for
businesses to obtain capital the more small businesses that are likely to go out of business. 
The more people who are fired the more people who may be fired.
 
 
 
I recommend that all countries stop taxing interest from savings accounts, dividends, capital gains,
and estates.  This may help increase the numbers of businesses created over time and reduce poverty
over time.  Wealthy people and others may be more willing to make microloans.  Wealthy people and
others may be more willing to donate to charities that help poor people in many countries.  Many
middle class people and others will benefit more from capital gains and dividends.  Many people
may have an easier time saving for college tuitions and retirements.
 
 
 
 
If capital gains taxes are increased on the wealthy, expect them to sell many stocks and buy more
tax free bonds. 
 
If the wealthy sell a lot of stocks, the 401(k) plans of many poor people and middle class
people may be significantly harmed. 
 
If the wealthy invest less money in small businesses and other businesses, many poor people
and middle class people who work for these businesses may lose their jobs.  
 
If you are going to  discuss taxation and the Clinton years, you should remember
that the United States of America was NOT experiencing a major financial crisis at that time.  
 
Increasing the capital gains tax or threatening to do so during a major financial crisis is
idiotic and insane because it SIGNIFICANTLY INCREASES THE PROBABILITY that many
poor people and middle class people will lose their jobs. 
 
If people are going to discuss taxation and the economy of the United States of America
after World War 2, they should remember that the United States of America did NOT have
to compete much against the manufacturing bases of Germany and Japan for many years
after World War 2 because the manufacturing bases of Germany and Japan were harmed
a lot by World War 2 and took many years to recover.
 
It makes more sense to increase many sales taxes on wealthy people and others.  If sales taxes
are too high, consumption may significantly decrease which could cause many poor people and
middle class people to lose their jobs.
 
 
 
 
I recommend that all countries NOT have a federal (national) income tax rate on individuals greater
than 15 percent to increase the odds that people will want to create wealth, innovate, and hire people.
 
 
 
I recommend that all countries NOT have a federal (national) corporate tax rate greater than
15 percent to increase the odds that businesses will be able to obtain capital and increase the odds
that they will be willing to hire more people.  Many federal (national) governments might NOT want
businesses to pay the federal (national) corporate tax rate.   If businesses do NOT have to pay
federal (national) corporate tax rate, they may hire a lot more people and increase dividends. 
The 401(k) plans and other investments that people have may do a lot better over time. 
Many state governments might obtain a lot more money from sales taxes over time. 
Many people may make more money from working. 
 
 
 
If people are taxed less, they may consume more.  If many more people consume more in many
countries, consumer confidence in many countries may increase.  If consumer confidence
increases, businesses may fire fewer workers and may hire more workers.
 
If people are less worried about inflation, they may save and invest more.  If people are less worried
about their savings and investments, they may consume more.
 
 
 
Many governments may want to decrease sales taxes for the next 2 years to increase consumption
which may help save jobs and possibly increase employment.  If sales taxes are too high,
consumption may significantly decrease which could significantly increase unemployment.
 
 
 
It is NOT about government revenues.
 
 
It is about JOBS IN THE PRIVATE SECTOR and helping people SAVE FOR THEIR RETIREMENTS.

The more that people are taxed the less they may work, the less they may innovate, the fewer things
they may buy, and the fewer people they may employ.
 
 
The more that businesses are taxed the less they may innovate, the less people they may employ,
and the fewer dividends they may pay out.  The worse that businesses do the worse that
401(k) plans of poor people and middle class people may do.

REGULATION
 
I hope that many governments learn from the Savings and Loans Crisis and decide to regulate properly. 
If Congress had learned from the Savings and Loans Crisis and required down payments on homes and
fixed rate mortgages, the financial crisis we are experiencing now may not have taken place. 
Allowing mortgage backed securities to be sold based on no money down mortgages was nuts.

Article 1, Section 8 of the United States Constitution says Congress has the power
 
"To regulate Commerce with foreign Nations, and among the several States, and with the Indian Tribes. 
Congress gets "To regulate Commerce" that begins in one state and ends in another state.  Congress
does NOT get to supersede state governments regulations dealing with commerce that takes place 
WITHIN a state. 
 
 
Article 1, Section 8 of the United States Constitution does NOT mention commerce WITHIN a state.  
The United States Supreme Court screwed up in 1978 when it ignored what Article 1, Section 8
of the United States Constitution says when it made its judgement in
Marquette National Bank of Minneapolis vs First of Omaha Service Corp.

State governments may have better regulations than the federal government.   State governments may
have more stringent regulations on banks, credit card companies, and other businesses than the
federal government. 
 
A state government may say what the highest interest rate a credit card company
may charge in its state.  A state government may say what the minimum grace period a
credit card company may have in the state.  A state government may say what a bank's
minimum reserves has to be to operate in the state.
 
 
 
 
 
Short discussion dealing with commerce and credit cards
 
If I buy something in a state from a local retailer in the state, commerce is taking place within the state
and the state government regulations dealing with credit card companies applies.
 
If I buy something from an internet retailer in a different state, state government regulations in the state
I use the card and regulations from Congress apply.   The more stringent regulations either from the
state government or the federal government are enforced.
 
 
 
 
 
PIRATES, CONGRESS, AND ARTICLE ONE, SECTION EIGHT OF THE
UNITED STATES CONSTITUTION
 
 
 
Thank you United States Navy for the rescue of the captain from pirates in April 2009.
 
 
Article One, Section Eight of the United States Constitution says Congress has the power
 
"To define and punish Piracies and Felonies committed on the high Seas, and Offences against
the Law of Nations"
 
"To declare War;  grant Letters of Marque and Reprisal, and make Rules concerning Captures
on Land and Water"
 
 
Members of Congress need to decide how to deal with pirates and decide what should happen to captured pirates.  
 
 
 
 
 
 
AMENDMENT SEVEN OF THE UNITED STATES CONSTITUTION AND
BINDING ARBITRATION AGREEMENTS
 
 
Amendment Seven
 
"In suits at common law, where the value in controversy shall exceed twenty dollars, the right of trial by
jury shall be preserved, and no fact tried by a jury, shall be otherwise reexamined in any Court of the
United States, than according to the rules of the common law."
 
Binding arbitration agreements are NOT and have NEVER been legal "where the value in controversy
shall exceed twenty dollars."  Binding arbitration agreements are only legal "where the value in controversy"
is twenty dollars or less.  Businesses may not ask people to give up the right to sue before they have
been harmed if the "value in controversy" is greater than $20 .   Businesses may ask people to give up
the right to sue after they have been harmed.
 
 
 
 
 
SALES TAXES AND TIMING
 
 
Countries may want to adopt the surcharge sales taxes and other sales taxes immediately or wait to
adopt them.   Many countries may want to wait 2 years to adopt surcharge sales taxes and then
increase them to the amounts I mention.  Telling people that sales taxes are going to be adopted after
a certain date may encourage many people to buy things before that date.  Telling companies that
surcharge sales taxes are going to be enforced after a certain date may encourage them to spend
money on manufacturing before that date so that their products will not be impacted by the
surcharge sales taxes.

He wrote "In the meantime, we can rebuild our economy by levying a 10%
surcharge on all imports as President Nixon did successfully in 1971."  His website
 
I think it makes sense for the United States of America and many other developed
countries to have a "10% surcharge on all imports" to encourage domestic manufacturing.  Many
poor nations may want to have a 20% surcharge on all imports to encourage domestic manufacturing
which may help reduce poverty.  The greater the distance an item travels from place of production
to final destination the more water pollution and other types of pollution that may take place. 
Many countries may care more about reducing water pollution, land pollution, and air pollution
if more of the products they use are made in their countries.  Air pollution and water pollution
may travel long distances.   Land pollution may travel in food.

Many federal governments, national governments, state governments, businesses, and others may
want to spend a lot of money on solar energy, hydrogen, wind energy, geothermal energy,
electric powered cars, electric powered cars that have fuel as a backup power source,
fuel from sugar, and fuel from non food crops.
 
 
 
 
CARBON TAX
 
The federal government might want to have a 2 percent carbon tax on gasoline, heating oil, and
coal.  A 2 percent carbon tax on gasoline, heating oil, and coal may help reduce air pollution,
water pollution, and land pollution some.  If the air is cleaner, fewer children may miss school
because of asthma attacks and fewer parents may lose time from work to take care of sick
children.  I have had asthma since I was a child.
 
I DO NOT think the carbon tax should be placed on natural gas.  A carbon tax placed on
natural gas may be a very bad idea.
 
Some of the money the federal government obtains from a carbon tax on gasoline, heating oil, and
coal could be used for solar energy development, hydrogen development, wind energy development,
ocean wave energy development, make homes have less need for heating oil, public transportation,
Social Security, Medicare, k-12 education, libraries, job training programs, and cooperative education
programs.
 
A carbon tax that is too high may cause significant harm to poor people and people on fixed incomes.
A carbon tax that is too high may cause a lot of harm to our economy.

you talk about relying more on wind turbines, it's not possible to do that without natural gas.
You need natural gas to manufacture components, such as wind turbine pylons and solar
arrays, as well as thin-film technology used in lightweight plastics that improve automobile
energy efficiency.
 
Natural gas is also used to produce solar films to generate emissions-free electricity.
Natural gas is the main component of fuel and fertilizer used to grow crops that are
turned into biofuels like ethanol.  And natural gas is the backup fuel for renewable energy
sources on days when the sun isn't shining or the wind isn't blowing."
 
 
 
 
Please keep in mind that when you buy something pollution might not be factored into the price you
are paying which means that other people may be more likely to be harmed.
 
 
 
 
 
ILLEGAL DRUGS 
 
 
Many governments should legalize, regulate, and tax the sale of marijuana, heroin, and cocaine for people
who are at least 18 years old so that their people will have more Individual Liberty and freedoms.  
Many governments may make a lot of money and there may be fewer people in prisons. 
Terrorists and violent criminals may make less money from drugs.  People in many countries may be safer.
 
Many state government might be able to save a lot of money jailing non violent drug offenders if most
non violent drug offenders are released from prisons.
 
Marijuana might be a safer and more effective medication for cancer patients than many
prescription drugs that have been known to kill people.  Medical marijuana may reduce the
health care costs of many people and help them have more enjoyable and productive lives. 
Medical marijuana may help reduce hospital stays and increase the life spans of many people.
 
 
 
 
The United States of America should allow farmers to grow hemp and make many products from hemp
such as food, paper, ropes, clothing, sneakers, and other products.  Many farmers might not need
to obtain as many agriculture subsidies.  Governments might obtain more tax revenues from many farmers.
 
 
 
 
Because of Article 1, Section Eight of the United States Constitution, the federal government may say
that marijuana grown in one state may not be sold in another state.  The United States Constitution does

AMENDMENT FOURTEEN AND HOMOSEXUAL MARRIAGE
 
I am a heterosexual who has homosexual friends.  I do not like it when they are
discriminated against.  You may read some of the things I have written about

Amendment Fourteen, Section 1
 
"All persons born or naturalized in the United States, and subject to the jurisdiction thereof,
are citizens of the United States and of the State wherein they reside.  No State shall make
or enforce any law which shall abridge the privileges or immunities of citizens of the
United States;  nor shall any State deprive any person of life, liberty, or property,
without due process of law;  nor deny to any person within its jurisdiction the equal
protection of the laws."
 
 
If a State allows heterosexuals to marry in civil ceremonies, it has to allow homosexuals
to marry in civil ceremonies because of "equal proection of the laws."  Homosexuals who
are married in civil ceremonies have the same "privileges or immunities" that heterosexuals
have who marry in civil ceremonies.
 
Many homosexuals have biological children.  Many homosexuals have the ability to have
biological children.  If homosexuals are allowed to marry in civil ceremonies, they may be
more willing to have biological children.  If homosexuals are allowed to marry in
civil ceremonies, they may adopt more children which may reduce the numbers of abortions
that take place.   If homosexuals are allowed to marry in civil ceremonies, they may adopt
more children and these children may have happier lives.  Many homosexuals are better
parents than many heterosexuals.  Many heterosexual marriages last less than a year while
many homosexual relationships last many decades.  Many homosexuals are more faithful
than many heterosexuals.
 
Many homosexuals use sperm donors and female surrogates.  Many heterosexuals
use sperm donors and female surrogates.
 
 
Marriage often has nothing to do with children.  Marriage often has to deal with happiness and
companionship.  Many senior citizens get married who are not able to have children.  Many
heterosexuals get married who have the ability to have children and never do because they do
not want to have children.  If people are happier, they may be productive, be more innovative, and
create more jobs. 
 
 
 
Many people who do not want to have children get married because they want to have
sex inside of marriage because of their religious beliefs.  Many people who do not want to
have children get married because they want the privileges, immunities, protections, and
other benefits marriage provides.
 
 
 
Traditional values are sometimes good.  Traditional values are sometimes bad.  It was wrong
to deny black people the ability to marry white people.  It was wrong to have slavery in our
country.  Sex slavery in our country and other countries needs to end.  It was wrong to
keep women from voting.  The practice of female circumcision needs to end.

penalty free whenever they want.
 
 
People should be allowed to invest their 401(k) plan contributions in any mutual funds they want in
the United States of America and foreign countries.
 
 
People should be allowed to invest their 401(k) plan contributions in any individual stocks they want
in the United States of America and foreign countries.
 
 
Businesses should continue to be allowed to say that their contributions to 401(k) plans have to be

educations.  The teachers and students could be compensated.  Students in many poor countries
may benefit a lot from them especially if they have access to libraries.  Many home schooled students
may benefit a lot.  Subjects could be taught in many languages.  Students in Florida might benefit
from teachers in Finland and France.
 
Many top teachers and top students could discuss their writing processes, how they take notes, and
how they study for tests.
 
 
 
Some students may not learn some subjects as fast as other students.  Many students may have to
see the same material several times before they are able to understand it.
 
 
 
Writing, public speaking, foreign languages, history, math, science, geography, economics,
mechanical engineering, auto mechanics, and many other subjects could be taught.

mentioned in Article 2, Section 2 of the United States Constitution.  Congress gets to decide what

Congress may remove a President of the United States of America from office for the "high Crime" or
"Misdemeanor" of not enforcing the laws passed by Congress.
 
 
 
Congress may require the President of the United States of America and other Executive Branch officials
to come before Congress and answer its questions.  They may refuse to speak.  Congress may punish
 them for not answering the questions because of "To make all Laws which shall be necessary and
proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution

Congress has as much power on FOREIGN POLICY as it wants to have.
 
If Congress votes to end the trade embargo with Cuba via a Bill, the President uses veto power, and
Congress overturns the veto, the trade embargo is over.  Congress could also end the trade embargo
with a trade agreement with Cuba and/or just passing a regulation that says the trade embargo is over. 
The President of the United States of America does NOT have the power to veto a trade regulation.  
The President of the United States has the power to veto Bills discussed in Article One, Section 7 of
the United States Constitution and NOT trade regulations which are not Bills.

was passed, United States Senators were chosen by State Legislatures which gave
State Legislatures a say on War, trade agreements, Treaties, and many other things.  
The power to choose United States Senators helped State Legislatures check the

under the Authority of the United States, shall be the supreme Law of the Land;  and the
Judges in every State shall be bound thereby, any Thing in the Constitution or Laws
of any State to the Contrary notwithstanding".  I think this is very bad because it could
endanger the Bill of Rights and many other important parts of the United States Constitution.
 
 
I would like an Amendment to the United States Constitution adopted that says that
existing Treaties and future Treaties may not conflict with the United States Constitution.
When a part of a Treaty conflicts with the United States Constitution, that part of the Treaty is
voided.  The only way to Amend the United States Constitution should be via an
Amendment to the United States Constitution.
 
 
I would like an Amendment to the United States Constitution passed that gives each State at least
3 United States Senators and allows each State Legislature to choose at least 1 United States Senator. 
 
 
I would like an Amendment to the United States Constitution passed that allows State Legislatures to
repeal federal laws, federal regulations, trade agreements, and Treaties. 
 
 
I would like an Amendment to the United States Constitution adopted that allows State Legislatures to
recall (fire) their Representatives to the United States House of Representatives, their
United States Senators, the President of the United States of America, and the Vice President of

Article V. of the United States Constitution
 
"The Congress, whenever two thirds of both Houses shall deem it necessary, shall propose
Amendments to this Constitution, or, on the Application of the Legislatures of two thirds
of the several States, shall call a Convention for proposing Amendments, which, in either Case,
shall be valid to all Intents and Purposes, as Part of this Constitution, when ratified by the
Legislatures of three fourths of the several States, or by Conventions in three fourths thereof,
as the one or the other Mode of Ratification may be proposed by the Congress;  Provided that
no Amendment which may be made prior to the Year One thousand eight hundred and eight
shall in any Manner affect the first and fourth Clauses in the Ninth Section of the
first Article;  and that no State, without its Consent, shall be deprived equal Suffrage in the Senate."
 
If in a year that has "Legislatures of two thirds of the several States" applying to Congress for a
Convention and Congress does NOT immediately call for a Convention, state governments may want to
jail members of Congress for breaking the law.
 
Elected officials should NOT be above the law.

Many people, governments, and businesses should care a lot more about local farming.  Natural disasters
may take place that may harm the ability of parts of the country to obtain many different types of food for
long periods of time.
 
 
 
 
 
PUBLIC TRANSPORTATION
 
I use Manchester Transit Authority http://www.mtabus.org buses in Manchester, New Hampshire. 
Manchester, New Hampshire would benefit from having evening bus service and Sunday bus service. 
Students and others would have an easier time getting to jobs and from jobs and going shopping. 
Senior citizens would have an easier time getting to health care appointments and going shopping. 
Downtown and the malls might have more customers at night and on Sundays.  I hope many more
businesses will advertise inside of Manchester Transit Authority buses.  Many people may see an ad
inside of a bus longer than they may see an ad in a magazine or newspaper.
 
If more people use buses in many countries, the air may be cleaner and many countries may save a lot
of money on oil.  If the air is cleaner, many countries may save a lot of money on health care costs
dealing with children and senior citizens.  Many people may save a lot of money on cars, gasoline,
insurance, and other car related costs and have more money to spend on other things.

I hope many governments, businesses, and individuals will help fund buses and passenger rail. 
People who drive cars that use gasoline are receiving significant government subsidies because
they are not paying the full military costs of providing the gasoline.  If the United States of America
has a lot better bus systems and passenger rail systems, the nation may use a lot less gasoline,
have cleaner air, and save many people a lot of money on car expenses.  If the air is cleaner,
many people may be able to spend less money on health care.  If people have an easier time
getting to jobs and from jobs, many governments may be able to spend less money on food stamps
and Medicaid.

Many jobs may be created over time improving rail transit.   The sales of many businesses near
rail stops may increase over time.   Improved rail service may help reduce food costs in some
areas.  Improved rail service may reduce congestion saving many individuals and businesses
a lot of time.  The less foreign oil our nation uses the less money that nations that hate us
obtain from us.
 
Spending hundreds of billions of dollars improving rail in many parts of our country over the
next 20 years makes a lot of sense.
