I am an associate professor at the Trachtenberg School of Public Policy and Public Administration at George Washington University. My research interest is in state and local government finances, especially the questions of federalism as reflected in state-local fiscal relations. I received my doctoral degree from the School of Public and Environmental Affairs, Indiana University, Bloomington. 

My recent publications examine how states address local government fiscal stress through monitoring, intervention, and bankruptcy authorizations. Further, I examine the incentives and impediments to government financial reporting, disclosure, and transparency. Lastly, I study education finances in the United States, especially school district borrowing and fiscal responses to shocks.
