     Although the current recession has yet to produce many statistical all time lows, one exception is Capacity Utilization: The February figure of 70.26 broke the record of 70.9 hit in December 1982. The March number went lower, coming in at 69.26. This is additional proof the Federal government needed to get money in the hands of consumers rather than the business sector. We need demand, not new capacity for supply.
