PIR motion detectors are called passive because they do not emit any form of signal or radiation but depend upon the fact that all objects above absolute zero (-459.67 degrees Farenheit) emit infrared (IR) radiation and and the hotter something is, the more radiation is emitted.
The basic concepts is that Infrared radiation enters through the front of the sensor, known as the 'sensor face'. At the core of a PIR sensor is a solid state sensor or set of sensors, made from pyroelectric materials—materials which generate energy when exposed to heat. Typically, the sensors are approximately 1/4 inch square, and take the form of a thin film. The sensor is often manufactured as part of an integrated circuit.
The sensor in a motion detector is actually split in two halves. The reason for that is that we are looking to detect motion (change) not average IR levels. The two halves are wired up so that they cancel each other out. If one half sees more or less IR radiation than the other, the output will swing high or low. An individual PIR sensor detects changes in the amount of infrared radiation impinging upon it, which varies depending on the temperature and surface characteristics of the objects in front of the sensor.
When an object, such as a human, passes in front of the background, such as a wall, the temperature at that point in the sensor's field of view will rise from room temperature to body temperature, and then back again. The sensor converts the resulting change in the incoming infrared radiation into a change in the output voltage, and this triggers the detection.
Objects of similar temperature but different surface characteristics may also have a different infrared emission pattern, and thus moving them with respect to the background may trigger the detector as well.

The IR sensor itself is housed in a hermetically sealed metal can to improve noise/temperature/humidity immunity. There is a window made of IR-transmissive material (typically coated silicon since that is very easy to come by) that protects the sensing element. Behind the window are the two balanced sensors.
PIR sensors are rather generic and for the most part vary only in price and sensitivity. Most of the real magic happens with the optics. This is a pretty good idea for manufacturing: the PIR sensor and circuitry is fixed and costs a few dollars. The lens costs only a few cents and can change the breadth, range, sensing pattern, very easily.
