Improved FanLinc Support

Insteon thermostats temperatures °F changed to just ° since it could be Celsius

Removed needless temperature controls on thermostat sub nodes

Added basic elk Support without elk module (enable on settings page)

eMeter tweaks

RCS zigbee thermostat support

Changed encoding to UTF-8

Hide links to admin console, and install web app, if java isn't installed
