Added fan state property to Insteon thermostats

Fixed bug updating running status of programs

Added Elk Support to iTouch.htm:

Area and zone status, including temperature for zones if not -60 and keypad if not -40

Area arm control and area/zone bypass control

Keypad control including keypad function keys and displaying inputted text

Output status and control

Thermostat status and control

Looks for connection and or disabled module errors on failure to load topology and/or status
