Objectives of the action

The overall objectives of the FACTS 3 project are:

To provide training and assistance to the social partners in the current and future candidate states about the “acquis communautaire” especially on the legislation on Occupational Health & Safety (OHS); to facilitate their involvement through common initiatives and activities and a permanent dialogue, through the development and the management of training programs; to create conditions for sustainable partnerships and between organizations representing the employers and the employees to implement the OHS legislation and practices but also other social affairs issues (collective agreements, training, …)   The specific objectives are to: prepare materials (in 7 languages) with information on the EU OHS legislation & on best practices/examples;  identify the needs and resources (of the social partners in the woodworking-furniture supply chain) for the gradual compliance with the OHS legislation; implement information & training activities on the OHS legislation and related good –practices; assist the social partners in the establishment of an OSH service for their own members in their respective offices; encourage the social partners to communicate with the national authorities on OHS; accelerate the integration of the social partners in the European structures

Full familiarization of local social partners (CSOs) and member manufacturers and workers with the EU OHS “acquis”. Use of joint approach.
Gradual compliance with the EU OHS “acquis” in wood and furniture companies.
Training of CSOs employees to disseminate information, use technical assistance & FACTS audits within member manufacturers and workers.
Competitive SMEs on the path of sustainable development in the target countries.
Better image of the woodworking and furniture sectors with authorities and consumers.
Self-sustainable CSOs services related with EU OHS “acquis” and issues-increasing membership.

Main activities

The FACTS 3 project integrates four major activities:

1. Prepare materials to be used during the FACTS 3 project in 7 languages (flyer; a brochure presenting the EU-based OHS legislation for the wood-furniture branches and good practices identified in countries and in companies to comply with this directives). Step by step guidelines adopted by the social partners. Simplified risk management tools that can be used immediately by the manufacturers and the workers; a website and a USB memory stick with the above information and a FAQ section; a joint call center (controlled by the social partners) available for any practical and financial information.

2. Organize a preparatory/audit mission to audit the needs/resources of local social partners for an efficient implementation of the OHS legislation. Visits include the interview of the management of  branch federations and of workers’ representatives and a quick tour of 2 or 3 factories.

3. The UEA & EFBWW experts will organize (with the local social partners) a 1and ½  day conference to: Inform manufacturers, workers’ representatives, local authorities, media, …, on the OHS legislation but also on how to use good practices for compliance (first day).  Prepare a joint strategy/initiative on OHS legislation compliance (half day for local social partners).

4. A permanent training/coaching, assistance and information provision to the local social partners (phone-help desk, internet, local visits on request) by the UEA & EFBWW. A permanent structure within the social partners’ offices that assists its members for the OSH implementation.
