Notice of the Race
The Grand Prix Vila de Blanes will be held in the bay of Blanes from the 2nd of January to the 5th of January 2012. It will be organized by the Club Vela Blanes, RFEV and the FCV.
1. RULES1.1The regatta will be governed by:
1.2 The “Rules” as defined in the ISAF 2008/2012 (RRS) Racing Rules.
1.3 Appendix P will be applied.
1.4 Protests could be resolved by mediation previous to the Protest Committee.
1.5 The use of personal buoyancy aid is required. In case of differences between the Notice of the Race and the Sailing Instructions, the Sailing Instructions will prevail.
2. ADVERTISING2.1 Participants may be required to display event sponsor advertising in accordance with the provisions of Regulation 20 of the ISAF rule in paragraph 20.3 (d) (i).
2.2 Participants may display advertisements in accordance with ISAF Regulation 20, Regulation RFEV Competitions and the requirements of the RFEV to that Regulation 20
3. CLASSES3.1 The Grand Prix Vila de Blanes is reserved for 420 class, Europe, and 29er class.
3.2 Only the person registered as skipper will be allowed to skipper. No changes will be allowed.
4. ELIGIBILITY4.1 The ISAF competitors eligibility code (ISAF Regulation 19) shall apply and the requirements of that regulation RFEV.
4.2 Sailors must be members of their National Class Association. They shall provide card or document accrediting that membership.
4.3 RFEV authorizes the participation of foreign crews without option to the Spanish Cup title in Spain (Europe class).

5.1.2 Regatta Fees are 80 € for 420 class and 29er class and 50 € for Europe Class.

5.1.3 The organising committee reserves the right to accept entries after the 28th of December 2011
5.1.4 It is required to present a copy of your bank transfer with the Regatta Registration Form.
5.2 Confirmation of Registration5.2.1 Registration will be take place at the Race Office.
5.2.2 Each skipper must personally sign the Registration Form before 11:00 hours on 2nd January 2012 (420 and 29er) with the exception of the sailors of the Europe Class that have until 17:00h on January 2nd.
5.2.3 The following documents are needed:
5.3 Measurements5.3.1. The measurement (only Europe Class) will be held on January 2nd from 8:30 to 17:00h. in the area near the race office. No measurement control will be done before the skipper has passed through the race office to register. The race office will facilitate the necessary form to complete measurements.
5.3.2. Boats (Europe class) can enter a maximum of 1 hull, two sails, 1 mast, 1 boom, 1 centreboard and rudder with a rudder blade..
5.3.3.No boat (Europe class) may compete using sails or equipment without being previously measured.
5.3.4. It's the skipper's responsibility to attend this race having previously updated your Measurement Certificate and measuring the material you intend to participate.
5.3.5. Regardless of the measurement, there might be measurements and checks of equipment at the discretion of the official measurer upon request of the Race Committee or Protest Committee at any time during the Event.
5.4 No Skipper changes are allowed.
5.5 Coaches Registration.All coaches must register before 11:00 am on January 2nd with the exception of the Europe class, that have until 17:00 on January 2nd and will be subject to the presentation of the following documents upon payment of registration fee of 50 €.
6.1 The event program is the following:
6.2 On the last day of competition no starting sequence will be given after 15:00, with the exception of a General Recall of a race in progress.
7. EVENT FORMAT7.1 The Regatta will use the fleet system. 9 races are scheduled for Europe Class and 11 races for 420 class, of which 2 must be completed for the Race to be valid.
7.2 There are 3 races scheduled per day for Europe and 420 classes, except on Jan. 2nd (class 420) when only 1 race is scheduled. The Race committee can try to advance the program if needed.
7.3 29er will use the fleet system and 14 races are scheduled, 2 races on Jan 2nd, and the remaining days 4 races per day. The Race committee can try to advance the program if needed. At least 2 valid Races must be completed for the validity of the Regatta.
8.1 The low point scoring system of RRS Appendix A shall apply.
9. PRIZES9.1 There will be prizes for the first three boats in each class and the list will be hung on the ONB before 12 am of the 2nd of January.
9.2 The Grand Prix Vila de Blanes is a Selection Regatta for the Europe Class Nacional Spanish team 2012 .
9.3 The races of the GPVB’12 are part of the classification of the Spanish Cup 2012 Europe Class
10. DISCLAIMER10.1 Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to race.
10.2 The organizing authority will not accept any liability for material damage or personal injury or sudden death in conjunction with or prior to, during, or after the regatta.
10.3 Decision to Race (Rule 4).
"The responsibility for a boat decision to participate in a race or to continue racing is hers alone”.
11. LOCAL RULES OF THE NAVY:
It is recalled that the Royal Decree 62/2008 which stipulates the conditions of maritime safety, navigation and life at sea for water sports test is applicable in this race. The act of participating in this race does not exempt or sailors, or their coaches, or anyone directly or indirectly related to the event, compliance with the obligations and provisions of the naval authorities.
