This web site contains a manual for the evaluation of HIV/AIDS treatment, prevention, and infrastructure building programs. The work has been commissioned by the HIV/AIDS Bureau (HAB) of the Health Resources and Services Administration (HRSA) of the U.S. Department of Health and Human Services (DHHS).

The manual is organized as a series of modules. There is no required order for studying the modules as they are designed to be somewhat overlapping and self-contained. Please do look at the first few modules before reading the rest.

This manual uses new techniques for presenting materials in ways that fit currently accepted principles of adult learning. We have tried to make each module striking and colorful and sometimes a little humorous to counter-act all of the high density traditional books you may have read on program evaluation.

Most importantly, this manual draws on experience we have had in evaluating HIV/AIDS programs for HRSA HAB over a 20-year period starting in 1991. The techniques presented are those that we have found work in the real world of HIV/AIDS services with engaged and over-worked professional staff and scared and sick clients.

We hope this work helps make your program  better through real-world, effective, informative program evaluation.
