A technique that is used to hone Journalism students' writing skills is also most effective in helping non-native English speakers to improve their reading skills.

Here's how it works...

When reading any text first "preread it".  You do this FIRST to better understand the context, and to gather core information at the same time. Resist the temptation to focus on individual words or phrases in the text (especially if you don't understand a word or phrase).

As you SKIM read ask yourself these questions;

1. WHO (is this about).
2. WHAT (is this about)
3. WHEN (is this about)
4. WHERE (is this about)
5. WHY?
6. HOW?
7. IF
Note: Not all questions will apply to every piece of text. In this phase focus on who, what, when, and where.

Next...

Once you have a general idea about the context go back an read for more details, using...

1. WHO (is this about).
2. WHAT (is this about)
3. WHEN (is this about)
4. WHERE (is this about)
5. WHY?
6. HOW?
7. IF

When you use this technique on a regular basis it will help you to improve your reading, writing, listening and speaking skills in English, guaranteed!
