DILG sa PNP : Magsagawa ng mga paraan para protektahan ang mga kandidato bago pa man magsimula ang kampanya

Dahil sa mga nakaraang pamamaslang sa mga politikong kandidato sa darating na halalan, inatasan ni Department of the Interior and Local Government (DILG) Secretary Eduardo M. Año ang Philippine National Police (PNP) na magsagawa ng mga paraan para masiguro ang kaligtasan at seguridad ng mga lokal na opisyal at kandidato para sa darating na 2019 midterm elections.

“Dapat magsagawa ng mga offensive at preventive measures ang kapulisan. Alam dapat nila ang maaaring maging galaw ng mga taong nais maghasik ng karahasan para manalo sa eleksyon. Dapat tayong maging mapagbantay at handa para mapigilan ang anumang kaguluhan,” sinabi ni Año.

“Inaasahan din na paiigtingin ng PNP ang police interventions, operations, at police visibility. Bago pa man magsimula ang kampanya, ipakita na natin na laging nakaalerto ang kapulisan para magdalawang-isip ang mga gustong manggulo sa eleksyon,” sabi pa nito.

Ipinalabas ni Año ang direktiba matapos ang ilang pamamaslang nitong mga nakaraang buwan na ang motibo di umano ay politikal. Inatasan ni Pangulong Duterte ang DILG na aksyunan ang mga ito na tinawag niyang “political terrorism”.

Nito lamang Disyembre, si AKO Bicol party-list representative Rodel Batocabe, kasama ang kanyang police escort, ay napatay bago makasakay sa kanyang sasakyan matapos ang isang gift-giving event sa Albay. Nauna rito, si Batocabe ay nag-file ng kanyang kandidatura para alkalde ng bayan ng Daraga sa lalawigan ng Albay.

Nauna dito sa parehong araw, si dating mayor Joelito Talaid ng Kadingilan, Bukidnon ay nabaril bago ito makababa sa kanyang sasakyan upang bumili ng mga prutas.

Ayon kay Año, ang mga lokal na police ay dapat makipag-ugnayan sa mga lokal na opisyal at kandidato upang masiguro ang kaligtasan ng mga lugar na kanilang pupuntahan, at kung kinakailangan, bigyan ng police security assistance ang mga tao na napatunayang mayroong banta sa kanilang buhay.

“Ito ay karagdagan pa sa seguridad at proteksyon na puwede nilang hilingin mula sa PNP-PSPG,” aniya.

Dagdag pa ng DILG Secretary, ang mga lokal opisyal at kandidato ay mayroon ding responsibilidad na maging maingat at mapagmatyag para maprotektahan ang kanilang mga sarili. Sinabi pa nito na ang PNP-Police Community Relations Group ay magpapalabas ng "Handbook on Personal Security for Candidates to Government Elective Positions" na nagbibigay ng mga tips sa mga kandidato at sa kanilang security teams para sa kanilang pangangampanya sa panahon ng halalan.

“Hindi makakayanan ng kapulisan na siguruhin ang kaligtasan ng isang kandidato sa bawat sandali. Tungkulin din ng mga kandidato na mag-ingat at protektahan ang sarili nila at ang kanilang pamilya,” sabi nito.

Pinaalalahanan niya ang mga kandidato na agad ipaalam sa lokal na pulisya kung mayroong pagbabanta sa buhay nila o kung kailangan nila ng police security at assistance.

“Kailangan din natin ng kooperasyon ng publiko para ireport sa kapulisan ang anumang kahina-hinalang aktibidad sa kanilang lugar,” ayon kay Año.

Secure safety of voters, candidates in 2019 elections, gov’t urged


MANILA, Philippines — As threats continue to arise against politicians vying for a position in the upcoming elections, senatorial aspirant Rafael “Raffy” Alunan III urged government agencies to tighten the security not only the candidates but the public as well.

Alunan said on Sunday that the May 2019 midterm elections are not about the local and national candidates but about the country.

“Yung unity o pagkakaisa na binabanggit dito ay para sa honest, orderly, and peaceful elections sapagkat kumbaga tumataas ang karahasan at kailangan maagapan ng maaga yan ng (The unity being mentioned here is for the honest, orderly, and peaceful elections because it’s as if the rate of violence is rising and it needs to be addressed by the) Commission on Elections, ng Armed Forces of the Philippines, and ng Philippines National Police, because this election is not about us, its about the Philippines and the Filipino people,” Alunan said in a chance interview after an election-related event at Quezon Memorial Circle.

“So we have to offer them our best, the best in ourselves, and the best of our plans for the improvement of the country,” he added, as he advised his fellow candidates to unite as one despite political differences.

The statement of Alunan came nearly a month after Ako Bicol party-list representative Rodel Batocabe was gunned down after the latter attended an event in Daraga.

Batocabe was a candidate for Daraga mayor before the killing.

Incumbent Daraga Mayor Carlwyn Baldo was tagged as the alleged mastermind of the ambush.

Presidents Duterte and Sirisena vow to implement measures to deepen relations

MALACAÑAN — President Rodrigo Roa Duterte and Sri Lankan President Maithripala Sirisena on Wednesday, January 16, agreed to implement concrete actions aimed at enhancing the ties between the two nations.

“In our meetings, we resolved to further strengthen our engagement in trade, defense, agriculture and tourism, education, cultural and people-to-people exchanges,” President Duterte said during the joint press statement following their expanded bilateral meeting at the Malacañan Palace.

He said both the Philippines and Sri Lanka are developing maritime nations with common challenges and shared interests. “We are united by our desire to provide greater peace, progress, and prosperity for our peoples,” Duterte said.

“These realities and aspirations behoove upon us to work together even more closely to provide renewed impetus and clearer direction for a greatly expanded partnership,” he further said.

According to Sri Lankan President Sirisena, priority areas were tackled during their meeting such as defense and security, trade and investment, agriculture, education and higher education, labor, tourism, cultural cooperation, maritime, and humanitarian assistance and disaster relief among others.

“We both are pleased on the outcome of our discussion,” Sirisena said during the joint press statement. He also described their meeting as “very productive.”

“We have agreed on several concrete initiatives to deepen our relations. Along with President Duterte, I and my Government will ensure that these initiatives will be implemented in order to harness the maximum to the people of both countries,” he added.

The Sri Lankan President commended President Duterte and the Philippine government for the successful Chairmanship during ASEAN’s 50th Anniversary in 2017.

He also expressed hopes that the Philippines will support the inclusion of Sri Lanka as a Sectoral Dialogue Partner in the ASEAN.

Sirisena also extended an invitation to President Duterte to undertake a State Visit to their island nation.

“President Duterte, your visit to Sri Lanka will provide an opportunity to evaluate the progress of the initiatives which we have discussed during my visit. I look forward to welcoming you and Madam Duterte,” he said.

“We will carry forward our discussion and consider further steps to manifest thoughts into deeds,” he further said.

Sirisena, the first Sri Lankan President serving as a Head of State and Government to visit the Philippines, stated that his visit has strengthened the long and trusted friendship between the two countries.

“We have taken steps to reinvigorate our relations which our two countries and people so richly deserve,” he said.

During the joint press statement, President Duterte noted that they both recognized that the proliferation of illegal drugs is a threat to both nations and peoples and to the “very fabric of [our] growing societies.”

He further noted that they acknowledged that poverty reduction and long-term sustainable development are cornerstones of efforts to improve the lives of our peoples.

The two leaders also discussed mutual concerns on strengthening cooperation in defense and security.

“We know that the growth we desire can only be achieved with peace, order, and stability. This state of affairs is to be desired not only for both our countries but across the region,” Duterte said.

At the same time, the Philippines and Sri Lanka renewed their commitment to adhere to the rule of law, to act as responsible members of the international community, and to work together constructively in all relevant regional and international organizations.

“The Philippines hopes that with Sri Lanka, we can explore wider cooperation and greater collaborative action [across] many fields in the international fora,” he said.

According to President Duterte, the Philippines recognizes that Sri Lanka can be a partner in advancing migrant workers’ rights and welfare, disaster risk reduction, response, and management, as well as in strengthening our maritime security and addressing the trafficking of illegal drugs and human smuggling.

“[It is] in the spirit of mutual respect, sincerity and collaboration that President Sirisena and I are now planting the seeds for rapid growth in our relations. We are firm in our belief that [with] our commitment, we will reap a bountiful harvest for the benefit of our peoples,” he said.

During the two leaders’ expanded bilateral meeting, Sirisena mentioned that establishing a Philippine embassy in Sri Lanka “would be highly instrumental.”

“Therefore, your marking a plot of land for the Philippines’ embassy in Sri Lanka would be — necessary action will be taken expeditiously, Your Excellency,” Sirisena said in his opening remarks.

After their meeting, President Duterte and President Sirisena witnessed the signing and exchange of five agreements on defense, agriculture, education, and tourism. PND###

‘Proving our worth through action’: 5 things Guterres wants the UN to focus on in 2019

Despite countless “headwinds” and “ills”, the United Nations has “made a real difference” in 2018 and will need to achieve even more in 2019, as the planet faces “a world of trouble”.

That was the New Year message from UN Secretary-General António Guterres on Wednesday, at UN headquarters in New York, as he presented his top priorities for the year ahead: diplomacy for peace; ambitious climate action; acceleration towards the Sustainable Development Goals (SDGs); better governance over new technologies; and stronger UN values worldwide.

“The truth is that the experience of last year proves that when we work together and when we assume our responsibilities, we get things done,” said Mr. Guterres, as he proceeded to highlight some of the UN’s most outstanding achievements of 2018.

Among the successes, he cited progress towards forging a peace in Yemen, the Korean peninsula, and South Sudan; and between former enemies Ethiopia and Eritrea.

He also highlighted the “successful outcome” of the UN climate conference in Poland last December, which resulted in overall consensus on how to implement the 2015 Paris Agreement on climate change. Other major international achievements of 2018 include the global compacts on migration and refugees, renewed engagement for peacekeepingoperations, and major steps taken to reform the UN.

“As we look ahead to 2019, I won’t mince words,” he said. “While recognizing the progress we are making, we cannot be complacent. To meet the needs and expectations of the people we serve, we must accelerate our work,” he stated, before laying out his top five priorities for the year.


1. A surge in diplomacy

“Partnerships are fundamental”, said the Secretary-General, especially in Africa, as the UN strives to “consolidate gains towards peace on the continent,” in particular in the Sahel, Mali, South Sudan, Somalia, the Central African Republic and the Democratic Republic of the Congo.

Other conflicts where effective diplomacy will be critical and require the “unity and support of the Security Council” to overcome deadlocks are Yemen, Libya, Syria and Afghanistan.

“As we strive to end conflicts around the world, we understand that lasting peace must be based on a broad consensus of society, with women as full participants in all peace processes,” the UN chief added.
2. Greater ambition on climate action

Noting that “there is no greater challenge to the world of today and tomorrow” than climate change, Mr. Guterres reminded Member States that by 2020, under the Paris Agreement, they “are meant to assess progress and submit new pledges to meet the goals to which they agreed”.

“And by 2050, we need to reach net zero global emissions,” he stressed, explaining that this will require enhanced efforts now, both to reduce emissions and to seize the opportunities of a clean, green energy future.

“That is why, I will convene a Climate Summit on September 23rd to mobilize action by political leaders, the business community and civil society,” he explained, adding that “we need greater ambition – ambition on mitigation, ambition on adaptation, ambition on finance and ambition on innovation.”
3. Powering ahead with Sustainable Development

“Despite considerable efforts from Governments and many others, the transformative changes demanded by the 2030 Agenda are not yet being made,” regretted the UN Secretary-General.

He called on Member States to have a “sharper focus on what works in reducing poverty and inequality, and in delivering strong and inclusive economies while safeguarding the environment -- and we need increased financing for those solutions.”

In September, right after the Climate Change Summit, the UN chief has invited heads of State and Government to gather for another summit, focused on how to accelerate action towards the SDGs, and three other prominent meetings on financing for development, universal health coverage and the risks faced by Small Island Developing States.

“I urge you all to do your utmost to make September 2019 a defining moment for stopping runaway climate change, achieving the Sustainable Development Goals and building a fair globalization,” he said.

4. Addressing the challenges presented by new technologies

Acknowledging new technologies that “can turbocharge” the world’s efforts for peace and sustainable development, the UN chief warned that they “are also outpacing our capacity to reckon with their profound impacts”.

The UN’s efforts on this front will focus in 2019 on “reducing digital inequality, building digital capacity and ensuring that new technologies are on our side as a force for good,” he said. 

5. Reaffirming the UN’s values worldwide

“What guides us is a set of values – the universal values of the United Nations Charter that bind us together,” said the Secretary-General, citing peace, justice, human dignity, tolerance and solidarity.

“Today, those values are under attack around the world,” he warned, explaining that “an ideological battle is taking place,” and that “we hear the troubling, hateful echoes of eras long past, and noxious views moving into the mainstream”.

The UN Secretary-General called for deeper efforts to “show that we understand people’s anxieties, fears and concerns” and to “address the root causes that lead people to feel marooned in our rapidly changing world”.

“Let’s keep showing all people that we care,” he concluded. “Let’s keep proving our worth through action.”

4th round of gov't workers' pay hike set February: DBM chief

MANILA ---Department of Budget and Management Secretary Benjamin Diokno announced that the 4th tranche of salary adjustments for government workers will be implemented by February.

“With pronouncements from Congress that budget bill will be their top priority upon resumption next week, we expect the GAA (General Appropriations Act) to be signed first week February,” Diokno said in a news release issued Friday.

He added that an additional salary hike for government workers is scheduled in 2020.

Meanwhile, the Governance Commission For GOCCs (GCG) is contracting an independent firm to conduct a study on the wage structure of government workers vis-a-vis their private sector counterparts.

The DBM will be utilizing this data to craft a new salary schedule for government workers to be implemented starting 2020.

Funding for the conduct of the study has already been allocated to the agency budget of the GCG for FY 2019.

Currently, the GCG is conducting early procurement for the independent researcher so they may proceed with the conduct of the study as soon as the 2019 GAA is passed.

Results from the study are expected to be delivered by the independent firm before end of June this year. Consequently, the DBM will come out with a proposed salary schedule by the 3rd quarter of 2019. (DBM PR)

Duterte signs ‘work from home’ bill

MANILA — President Rodrigo R. Duterte has signed a law institutionalizing the rights of employees in the private sector who work from their homes.

Under the Telecommuting Act, employers are required to give online workers the same rights, protection, and compensation as their counterparts who physically go to the office.

“It is hereby declared the policy of the State to affirm labor as a primary social economic force. To this end, it shall protect the rights of workers and promote their welfare, especially in the light of technological development that has opened up new and alternative avenues for employees to carry out their work, such as telecommuting and other flexible work arrangements,” the law reads.

Some of the benefits online workers are expected to receive under the new law are overtime pay, rest days, training opportunities, and collective rights.

The law gives the Department of Labor and Employment (DOLE) the task to “establish and maintain a telecommuting pilot program in select industries.”

The new law also mandates Labor Secretary Silvestre Bello III, in coordination with the National Tripartite Industrial Peace Council, to craft the Implementing Rules and Regulations of the measure.

Bello earlier voiced out his support for the law’s passage as he underscored the digital technology’s influence on the shift from the traditional and onsite locations to remote work sites.

President Duterte announces salary increase for teachers this year

BULAKAN, Bulacan — President Rodrigo Roa Duterte on Thursday, January 10, said he is open to forging a deal aimed at raising teachers’ pay this year similar to the adjustment he gave to the members of the country’s security forces.

In a speech during the groundbreaking of the Gen. Gregorio del Pilar National High School here in Bulacan, the President said he spoke with Budget Secretary Benjamin Diokno about the country’s finances to know if the government could afford raising teachers’ salaries.

The Chief Executive explained that he prioritized increasing the pay of military and police personnel after anticipating attacks from Islamist militants in Mindanao.

He told the teachers gathered in the event that he can accommodate their representatives in Malacañan for talks on adjusting their pay.

” I am willing to strike a deal in the presence of Secretary Briones sa mga maestra. You can choose the date, January, bilisan lang ninyo then we can make an agreement or manifesto or choose whatever kind of document itself. Kayo ang isusunod ko this year,” he told the teachers.

In his message for the groundbreaking of a new high school building, the President said, “I am glad to join you today as we break ground on two secondary school facilities that will soon rise here in the Province of Bulacan.”

“Once completed, these buildings will serve as a testament to our commitment to invest in the potential of our youth. These structures will promote their well-being, nurture their dreams, and become a breeding ground for future leaders of our country, ” he added.

He further cited that education is the most valuable gift that the present administration can leave behind to the succeeding generations of Filipinos.

“This is why I have been firm in my stand that no Filipino youth should ever be denied access to high-quality education, whatever circumstances they may be in,” the President underscored.
The construction of the new secondary school will decongest other high schools in other parts of Bulakan and at the same time reduce the financial burden of parents who send their children to other schools far from their area of residence.

The project, with an allocation of P161.4 million, will be built in a 6,676 sq.m. area. DepEd has allocated the money for the fiscal year 2018.

Under the project, to be implemented by the Department of Public Works and Highways (DPWH), two four-storey unit buildings (24 classrooms each) as well as a one four-storey unit building (12 classrooms) will be built.

DPWH is expected to implement the project in less than a year and it is expected to be completed in November 2019.

Also, a miniature model of the proposed Pandi National High School project was unveiled and presented to President Duterte during the event.

The P190.9-million project is aimed at decongesting the Virginia Ramirez-Cruz High School and address the classroom backlog in Pandi, Bulacan. School officials project that there will be an estimated 5,600 enrollees for the school year 2019 to 2020. The new school building is an extension of the Virginia Ramirez-Cruz High School.

Four four-storey building units (20-classrooms each) will be built in the 19,296 sq.m. area purchased by DepEd.

The DPWH will implement the project starting this month, and it is expected to be completed in October 2019. ###PND

Saudi woman seeking asylum in Thailand ‘now in a secure place’ says UNHCR

The UN refugee agency, UNHCR, said on Monday that 18-year-old Saudi national Rahaf Mohammed Al-qunun, who had been stranded at Bangkok airport after fleeing her family in Kuwait, saying that she would be killed if forced to return, was “now in a secure place”.

In a statement earlier in the day, UNHCR said it had been following developments over the past 48 hours closely and immediately sought access from the Thai authorities to meet with her.

The young Saudi told human rights groups and the media over the weekend that she had been stopped at Bangkok airport in transit from Kuwait, where her passport was taken from her. She claims she was fleeing her family and was planning to head to Australia and seek asylum there.

On Sunday, Ms. Mohammed Al-qunun had barricaded herself in a hotel room to prevent the Thai authorities from deporting her back to Kuwait. According to news reports, the Thai authorities agreed to give UNHCR access to her on Monday, in order to assess her claim to asylum.

UNHCR consistently advocates for the principle of non-refoulement, which states that anyone confirmed or claiming to be in need of international protection cannot be returned to a territory where their life or freedom are threatened. This principle is recognized as customary international law and is also enshrined in Thailand’s other treaty obligations, according to UNHCR.

Thailand is not a party to the 1951 UN Refugee Convention or its 1967 Protocol defining the status of refugees.

For reasons of confidentiality and protection, UNHCR has not released any information on the details of the meeting that took place at the Bangkok hotel with the Saudi woman.

“She’s now in a secure place, out of the hotel,” said Cécile Pouilly, Senior Communications Officer for UNHCR, in an interview with UN News. “She’s now in a state of emotional distress after all she’s gone through and she needs to be given a bit of breathing space, but in the coming days, we will keep on meeting with her to try to assess her protection needs,” she explained.
