Abstract: »Inquiries into abuse and neglect in children’s homes, reformatories and similar institutions in the 20th century have been carried out in several countries. In Norway, seven regional reports from such inquiries have been published so far. The reports reveal that some children in institutional care were sexually abused, not only by adults. From a considerable number of institutions, incidents in which children were sexually abused by co-residents are reported. The author discusses what characterizes incidents that are categorized as abuse when both victim and perpetrator are children. The author then reflects on shifting conceptions of sexual abuse, children’s sexuality, victims and perpetrators: In what way have these shifting conceptions contributed in making it possible/impossible to frame such incidents as abuse?« (Source: Sosiologi i dag)
