Project Overview

In 2006, MTO completed a Transportation Environmental Study Report (TESR) for the widening of Highway 3 from Windsor to Leamington, including widening the highway through the Town of Essex.  To address operational and safety concerns, the TESR recommended that a more comprehensive study be undertaken to develop design options for the Town of Essex municipal road network and options for access to and from Highway 3.

This study will develop recommendations for the Highway 3 components from the Town of Essex Transportation Study (2010) to a greater level of detail and seek Environmental Approval through a TESR Addendum.  The following improvements are being investigated as part of this study:

  • Widen and realign a portion of Highway 3 to the south and retain the existing intersections with Maidstone Avenue and Gosfield Townline
  • Highway 3/Ellis Sideroad intersection closure, including a new road connection between Maidstone Avenue and Ellis Road
  • Maidstone Avenue/Pinkerton Sideroad and Maidstone Avenue/South Talbot Road intersection closures, including new road connections between Maidstone Avenue and 14th Concession and Maidstone Avenue and South Talbot Road
  • New Victoria Avenue overpass and two new cul-de-sacs on South Talbot Road at Victoria Avenue
  • New westbound right-in and right-out intersection with Highway 3 at Fairview Avenue
  • New Highway 3 service road between Brien Avenue and the eastern terminus of new South Talbot Road (west of the former Canada Southern Railway)
  • New road connections from South Talbot Road and the new service road at Brien Avenue, Laird Avenue and Diane Crescent
  • Gosfield Townline/Malden Road and Gosfield Townline/County Road 12 intersection closures, including new road connection between Gosfield Townline and Malden Road and Gosfield Townline and County Road 12.
A Technically and Environmentally Preferred Alternative (TEPA) will be identified, and documented in an Addendum to the 2006 TESR.  The TESR Addendum will be made available for a 30-day public review period.
