Remarks  
The use of OFF (or ON) with the KEY command seems to be from the unreleased Commodore LCD (BASIC v3.6).  I believe it would turn of the display of function keys at the bottom of the screen on that machine.  Remnants of this code can be found in the ROMs of the Commodore 128 (v7.0); however it doesn't function and generates a unique error (see example).
 
On the C128 (v7.0), attempting to use this preposition as a command/statement generates the wrong error.  It generates UNIMPLEMENTED COMMAND ERROR unlike all normal prepositions which generate SYNTAX ERROR in the same context.
