They do not apply to magazine locked builds as Flash Suppressors and any other feature are legal on those builds.

For this guide the muzzle attachments are classified as the following:

But in short a Featureless rifle can have a muzzle brake or compensator as long as that device is not advertised to suppress flash or does not in fact function as a flash suppressor.


Note:
ATF no longer approves devices for manufacturers since the end of the Federal AWB
CA DOJ has never approved devices for manufacturers to my knowledge.


Until someone is arrested with a suspected weapon that is thought to be illegally configured we will not learn what the CA DOJ classification of that device will be. We can only use educated guesses and err on the side of caution.
