719R - Hazard Communication

The hazard communication program in this regulation has been established for Frederick County Public Schools to comply with the Virginia Occupational Health and Safety Standard, 1910.1200, Hazard Communication. All departments in the school system are included in this program. A written hazard communication plan is available at the Frederick County Public Schools Administration Building for review by interested employees.
 
A. Container Labeling
 
All containers received must meet the criteria that follow: 
1. clear labeling stating their contents;
 
2. a notation of the appropriate hazard warning; and
 
3. an indication of the responsible party such as the manufacturer or importer. 
No container will be released for use until the above data are verified. 
 
All secondary containers will be labeled with either an extra copy of the original manufacturer's label or with a label stating the container's generic contents and a warning that they are hazardous. Employees who have difficulty with generic labeling on secondary containers are to contact the chairman of the hazard communication committee for assistance.
 
 
 
B. Material Safety Data Sheets (MSDS) 
 
Copies of MSDS's for all hazardous chemicals to which employees may be exposed will be kept in each school and the following locations: 
Dowell J. Howard Vocational Center,
 
Frederick County Public Schools Administration Building,
 
Frederick County Public Schools Transportation Building,
 
Frederick County Public Schools Maintenance Shop, and
 
Northwestern Regional Educational Programs Center.
 
C. Employee Training and Information 
 
1. General 
 
New employees assigned to jobs involving hazardous materials will attend a health- and-safety orientation and will receive information and training about the following:  
a. an overview of the requirements in the hazard communication standard; 
b. chemicals that are present in their work place;
c. the location and availability of the school system's hazard communication plan;
d. physical and health effects of hazardous chemicals; 
e. methods and observation techniques used to determine the presence or release of hazardous chemicals in the work area; 
f. use of practices and protective equipment that can lessen or prevent exposure to hazardous chemicals at the work place; 
g. steps the school or the school system has taken to lessen or prevent exposure to hazardous chemicals; 
h. emergency safety procedures an employee is to follow if he is exposed to hazardous chemicals; and 
i. ways to read labels and review MSDS's to obtain appropriate hazard information.  
After attending class, each employee will sign a form to verify that he attended class, received written materials, and understood all policies about hazard communication. Completed forms shall be maintained by each responsible person designated in section D below. 
 
Prior to a new hazardous chemical's being introduced in any department, each employee in the department will be given information about it as indicated above.
 
D. List of Hazardous Chemicals 
 
A list of all known hazardous chemicals and MSDS sheets will be maintained in the building administrator's office in each elementary school, the Frederick County Public Schools Transportation Building, and the Northwestern Regional Educational Programs Center. Lists and data sheets for other schools and departments are as follows:  
ALL FREDERICK COUNTY HIGH SCHOOLS--Each department chairman shall maintain a list of hazardous materials and MSDS sheets used by his department. A written policy fort the school shall be maintained by the science-department chairman. 
 
ALL FREDERICK COUNTY MIDDLE SCHOOLS--A member of the science faculty designated by the principal and named in the school's written policy shall assure that a list of chemicals and MSDS sheets for all hazardous liquids and materials except those for the maintenance, custodial, and nursing programs are maintained by instructional areas and departments. 
 
MAINTENANCE, CUSTODIAL, AND NURSING FOR ALL SCHOOLS--The supervisor of buildings and grounds shall maintain a list of all hazardous materials and MSDS sheets for hazardous liquids and materials used in the maintenance, custodial, and nursing programs.
DOWELL J. HOWARD CENTER--An administrator designated by the principal shall maintain a list of all hazardous materials and MSDS sheets for all programs at the vocational center. 
The person responsible for hazard communication for each building or programs mentioned above shall maintain a written program that applies to his school or area of work. It will be used by employees who need to know about any chemicals that relate to their work.
  
 
E. Hazardous Non-routine Tasks
  
Periodically, employees are required to perform hazardous non-routine tasks. Prior to working on such projects, each affected employee will be given information by his/her immediate supervisor about possible exposure to specific hazardous chemicals.
 
This information will include the following: 
1. specific chemical hazards;
 
2. protective/safety measures the employee can take; and
 
3. measures the school system has taken to lessen hazards including ventilation, respirators, presence of another employee, and emergency procedures. 
 
F. Chemicals in Unlabeled Pipes
 
Work activities may sometimes be performed by employees in areas where chemicals are transferred through unlabeled pipes. 
 
Prior to working in these areas, the employee shall contact the supervisor of buildings and grounds for information about the following: 
1. the chemical in the pipes; 
 
2. potential hazards; and 
 
3. safety precautions that need to be taken.   
 
G. Informing Contractors 
 
The supervisor of buildings and grounds shall be responsible for providing contractors with specific information that their employees need before performing a job for Frederick County Public Schools. Such information will include hazardous chemicals to which they may be exposed and appropriate protective measures they may take to lessen possible exposure to a harmful chemical or material.
