621R - Broadcasting Student Activities and Events

Radio broadcast, telecast, cablecast and internet broadcast rights for all student activities and events are held by Frederick County Public Schools (FCPS).  Outlets wishing to broadcast, telecast, cablecast or webcast a student activity or event are to contact the host school to secure approval and make arrangements.  

An outlet wishing to broadcast a FCPS activity or event must sign the FCPS Media Rights Agreement and be granted permission by FCPS prior to originating or accepting feed of such a broadcast.  All broadcast rights must be secured from FCPS for both live and tape-delay broadcasts.  The approval authority for the broadcasting rights shall be the principal or designee.  The host school’s principal or designee is responsible for ensuring the media outlet adheres to all of the general terms and conditions of the FCPS Media Rights Agreement.  

If the activity or event for which broadcast rights are being sought is not a public performance, the media outlet shall work to ensure parental permission has been granted prior to obtaining any image or voice recordings or other similar identifying information of a student.  The principal or designee or staff of the FCPS Policy, Records Management, and Communications Office will endeavor to assist the media outlet in determining if parental permission has been secured. 

Exclusive partnerships established for the broadcast of student activities and events shall be in compliance with Policy 616P, Community Relations- Commercial, Promotional, and Corporate Sponsorships and Partnerships and shall be negotiated by the superintendent or superintendent’s designee.

Unless otherwise specified and executed in the contract, agreement, or memorandum of understanding, any proceeds generated from the exchange of broadcast rights, shall be administered in compliance with the division's financial management procedures which are prescribed by other school board policies, Virginia Department of Education guidelines, and federal regulations. 

This regulation applies to scheduled student activities and events.  Regular media coverage of schools shall be coordinated through the Office of Policy, Records Management, and Communications in compliance with Policy 602P, Community Relations- News Media.
