609P - School Visitors

For the purpose of this policy, a visitor is defined as any person, other than an employee, who is on school property for any reason or who is participating in or attending a school-sponsored activity.

Visitors are encouraged to visit schools when they have a need or opportunity to do so as long as their presence is not disruptive.  Students and teachers are to be protected from interruptions during the school day.  Exceptions may be made by the principal when the best educational interest of the students and school will be served.  Upon arriving at a school, all visitors must report to the administrative office and present a valid, government-issued ID.  Potential visitors, including parents, who are registered sex offenders, should consult Policy 226P, Administration-Prohibiting Entry of Those Convicted of Sexual Offenses onto School Property.

Visitors shall not be allowed on school property unless on official business or a spectator or participant in either a school supervised activity or an activity that is open to the public.  The school division expects mutual respect, civility, and orderly conduct from all individuals on school property and at school events. Unauthorized persons, including suspended and expelled students, will be requested to leave school grounds.  Unauthorized persons who fail to leave school grounds after being asked to do so will be considered trespassers and may be reported to law enforcement. 

In the interest of protecting student safety and respecting a parent/guardian’s role in authorizing the storage or use of any image or voice recordings or other similar identifying information on a student during school-day operations, visitors shall not photograph, videotape, record or transmit any school-day operations.  For purposes of this policy, “school-day operations” include school-based activities or events (curricular, extra-curricular, co-curricular, and athletic) which are not specifically designated or regarded by school officials as open to the general public. 

The use and distribution of tobacco products and/or electronic cigarettes on school property is not permitted.  This ban on the use and distribution of tobacco products and/or electronic cigarettes applies to vehicles that are on school property and at all activities held on school property, both indoors and outdoors.

Visitors may not possess or consume any alcoholic beverage in or on the grounds of any public school during school hours or during any school or student activity.  In addition, no one may consume, and no organization shall serve, any alcoholic beverage in or on the grounds of any public school after school hours or during any school or student activity, except for religious congregations using wine for sacramental purposes only.

Visitors are prohibited from possessing a controlled substance, imitation controlled substance or marijuana, as defined in Code of Virginia Section 18.2-247, on school property or at a school-sponsored activity.

Carrying, using or possessing any firearm, dangerous device, or dangerous or deadly weapon on school property or at a school-sponsored activity without the authorization of the school or the school division is prohibited, as defined in Code of Virginia Section 18.2-308.1.

Visitors found to be in violation of this policy, Policy 226P, Administration-Prohibiting Entry of Those Convicted of Sexual Offenses onto School Property, or engaged in or advocating illegal activity while on school property, including school buses, or while participating in or attending a school-sponsored activity shall be reported to the building administrator and/or law enforcement.
