113P - Committees

 A. Standing Committees 
The chairman shall appoint members of the board to serve on the five standing committees of the board. He/she and the superintendent shall be an ex-officio member of each committee. 
 
            1. Instruction 
This committee shall serve as a screening and advisory committee for the board in the areas of instruction. It works with the administration and reports to and advises the board on such matters as may properly be referred to the committee. It shall have no other authority except by specific action of the board.
 
            2. Finance   
This committee shall serve as a screening and advisory committee in the area of finance. It shall work with the administration on all such matters as may properly be referred to the committee. It shall have no other authority except by specific action of the board.
 
           3. Personnel  
This committee shall serve as a screening and advisory committee in the area of personnel. It shall work with the administration on all such matters as may properly be referred to the committee. It shall have no other authority except by specific action of the board.
         4. Buildings and Grounds   
This committee shall serve as a screening and advisory committee in the areas of buildings and grounds of the school division. It shall work with the administration on all such matters as may properly be referred to the committee. It shall have no other authority except by specific action of the board.
5.  Student Conduct and Support
This committee shall consist of at least three board members. It shall issue expulsions (365 calendar days), hear appeals of long-term suspensions (10 days or more, but less than 365 calendar days) and hear appeals of childcare variances and attendance zone variances. The committee shall also receive reports of school discipline and student support services programs and biennially review the model student conduct code under Code of Virginia §22.1-279.6.
 
B. Special Committees
 
Special committees may be appointed by the chairman or created by school board action. These committees shall be appointed or created for a specific purpose and shall expire upon completion of the assigned task unless board action authorizes temporary continuance of such committees.
  
The work of special committees shall be confined to their specific assignment and shall have only such authority as is directed by the board. They shall make their reports directly to the board as a whole.
 
C. Citizen Advisory Committees
  
It is the duty of the School Board to appoint advisory councils or committees of citizens of the school division for consultation with reference to specific matters pertaining to local schools.
