104P - Authority of Members

Board members shall have authority only when acting as a board regularly in session or when specifically empowered by board action to act as a committee or as representative of the board.

The board shall not be bound in any way by any statement or action by any individual board member except when such stateme­nt or action is in pursuance of specific instructions or rules of the board.
