FRC began as a committee of Nomic World, when it became clear that although no laws of physics were being violated by participation in the game as it then was (imagine Agora Nomic in a MUD) , things weren't exactly optimized for "fun."
Keeping the main concept of *consistency as challenge* and the structure of *players proposing changes to the rules* but abandoning voting in exchange for a temporary monarchal judge role, FRC remains essentially unchanged to this day, quietly owning the record for WORLD'S LONGEST RUNNING NOMIC-LIKE GAME. Of course, whether it is "nomic-like" or not is debatable, as the "immutable rules" or as we call them the "regular ordinances" are more of a framework for actual play of the rounds than a starting point for creation of confusion.
They do change, of course, evolving in response to discovered flaws or other changes, such as the extension of the game timetable to using two-week timeouts in response to the professional maturation of the players, and the introduction of automatic extensions, which changes not only prevent sniping races but also usually gives a solid break between rounds.
