    o The E-customs Sub-department collects information, documents from database; paper documentation under customs dossiers from such professional units as Clearance Teams, Post-clearance Inspection Teams, Customs Scout Teams, Goods Inspection Divisions of Border-gate Customs Sub-departments; information from agencies, organizations, individuals, customs administrations of other countries…; prepares plans on classification of inspection channels and submits to Heads of Customs Departments for approval; 

    o The Border-gate Customs Sub-department is responsible to inform the E-customs Sub-department immediately and to carry out preventive measures in time when hearing or detecting signs of commercial frauds and smuggling related to imported and exported goods which are being made e-customs procedures;  

    o In case the E-customs Sub-department has decided to have consignments of Green channel and Yellow channel cleared in the system but such consignments are informed or detected with signs of commercial frauds and smuggling while being made customs procedures at the Border-gate Customs Sub-department, the Head of E-customs Sub-department makes decision on applying appropriate customs inspection measures through the system. The Border-gate Customs Sub-departments follows the decision; 

    o Goods owners who have committed offences several times are:

    -    Those who have violated customs laws and been settled more than 03 (three) times in the duration of 02 (two) years since the date of making customs procedures with regard to import activities and in the duration of 01 (one) year since the date of making customs procedures with regard to export activities with the penalty level of each penalty exceeding the penalty authority of the Head of Customs Sub-department; or

    -    Those who have been settled due to administrative offence over customs in the duration of 02 (two) years since the date of making customs procedures with regard to import activities and in the duration of 01 (one) year since the date of making customs procedures with regard to export activities with the penalty level of each penalty exceeding the penalty authority of the Heads of Customs Departments of provinces, inter-provinces and centrally-run cities. 

    The General Department of Customs will issue specific documents instructing principles to set up channel norms.
