Obtained by visiting the Silk Merchants and Tailors of different cities and asking "dog." One will reveal that the Shanghai dog is a certain nationality (for example French). Visit the dog in Shanghai (he is marked on the Shanghai map on our City Maps page) and say hello in that language to get the book (for the French example say Bonjour).  This is what the happy little chap looks like.
