This whole project started with a question I posed on linkedin.com Sept 6, 2012 in the Amateur Radio Emergency Communicator group: "Ok. here's the hypothetical: you're in a shelter after having been evacuated. Power and local communications are down including internet. You pull out your wifi capable tablet or phone and notice that there's a single wifi signal called HELP_SITE1. you connect and find yourself at a canned web site with vital emergency information on it. Question: What would be the most useful information that would appear on that site?"
