Chương Trình Giảm Thiểu Rủi Ro Thảm họa và Thích Ứng Biến Đổi Khí Hậu Đề xuất Khung hướng dẫn lập kế hoạch và thực hiện (DRR Performance Framework). Like its counterpart in English, this document in Vietnamese is a suggested performance framework to help National Societies translate longer-term national disaster risk reduction (DRR) and climate change adaptation (CCA) strategies into a logical planning framework. Depending on the specific context this can be considered/named a “plan” or a “programme,” so long as consistent descriptions are used within a National Society’s overall strategic planning, ensuring a logical hierarchy between plans, projects and programmes. This guidance document intentionally mirrors certain components of a logical framework matrix (“logframe”) for ease of application to the logframe development process.

    This document is about cash transfers, who it's for, how to use it and why use it as a method to reach people who need help.

7. An Introduction to Disaster Management for People Living at The Commune Level (Funded by DipECHO and UNDP) [English] [Vietnamese]

The document follows a 16 day training course for Viet Nam Red Cross Provincial Trainers who will help people living in disaster prone communities by providing them with basic knowledge on how to manage and disaster management.

8. Climate Change: How to integrate climate change into community disaster preparedness training (VNRC SRC NLRC - printed with contribution from the European Commission) (in English) (extracted from the Disaster Preparedness Manual, 2000). 
This short document wants to explain climate change in a very simple way. Its key message stresses that globally the climate is changing. This also effects weather in Vietnam, influencing agriculture, health, natural environment, infrastructure and the occurrence of extreme weather. Extreme weather will be more intense and less predictable than in the past. Therefore we need to be prepared.

9. Disaster Risk Reduction and Climate Change Adaptation National Plan/Programme: Suggested Performance Framework (December 2010) in EnglishThis suggested performance framework aims to help National Societies translate longer-term national disaster risk reduction (DRR) and climate change adaptation (CCA) strategies into a logical planning framework. 10. Disaster Preparedness Manual (DipECHO, VNRC) 
      The National Disaster Preparedness Manual. It contains: a) Information about the Red Cross -- history, conventions, emblems, principles; and b) 
      information about disaster preparedness planning, disaster response, reporting, search and rescue and distribution.

      The book brings complicated subjects like floods, evacuation, typhoons, low depressions, landslides, drought, thunderstorms and lightning, 
      whirlwinds, fires, hailstorms, planting mangroves, the Red Cross and disaster preparedness to children.  

12. Community Action for Disaster Response (CADRE) (Part of the Program for Enhancement of Emergency Response (PEER) with USAid, American Red Cross, ADPC, NSET)
CADRE is poised to provide training for the enhancement of emergency response. The nine modules, some with other courses aim to: When a disaster or emergency strikes, communities are frequently left to fend for themselves for the first 24-hr to 72-hr. This is also the period of time when there is the highest need to:
      A. Prioritize emergency care given the limited resources the community have and provide safe shelter for the injured to reduce mortality
      B. Locate the missing and make a determination about the safety of rescue when necessary
      C. Prepare to interface with the external assistance when it arrives.
      
Lay people in communities have no choice but to address these issues while they wait for trained emergency response professionals. CADRE courses aims to enhance existing community response training by giving additional technical inputs on managing community multi-casualty incidents, Triage, and mitigation measures, community Incident command system, Light Search and rescue focusing on specific hazards of a specific community. Community First Responders in every event plays an important role in the Rescue chain. As in any chain, the strength and reliability of the system depends on that of each link; if one fails, the entire system will be compromised.
