The Davao Center for Health Development - Joint Research Ethics Committee (DCHD-JREC) formerly known as the Region XI Integrated Research Board is the joint research ethics committee of the Davao Center for Health Development and the Southern Philippines Medical Center. In March 2011, the DCHD-JREC was created by then DOH Assistant Secretary Dr. Romulo Busuego through HSDC Memorandum 2011-001. The DCHD-JREC (formerly RXIIRB) is the working group that is duly tasked to plan, implement, monitor and evaluate programs and activities that will strengthen the role of research in the training of human resources for health and healthcare delivery within the region. The board is composed of the members of the three originally independent ethics committees in Davao, namely: Davao Regional Hospital Research Committee, Southern Philippines Medical Center Institutional Review Board, and Center for Health Development – Davao Region Ethics Review Committee. In June 2011, the Steering Committee of the RXIIRB created four working committees, one of which is the DCHD-JREC.

The DCHD-JREC reviews and monitors researches that are proposed to be done within its three member institutions or proposed to be conducted by employees of the institutions. The committee may also review and monitor community-based researches that seek endorsement from any of its member institutions, as well as researches done in other institutions that do not have ethics review committees.
