Coins, money and exchange in the Roman world : a cultural-economic perspective / Joris Aarts

Source:

Archeological Dialogues 12 (2005) 1 p. 1-28

Abstract:

Until now, the Roman economy has been discussed primarily in economic terms. After the vehement debate between substantivist and formalists in the 1960s and 1970s, most historians and archaeologists have embraced an essentially substantivist perspective. Although this outlook has proven its value, it also seriously hampers a holistic view on the Roman exchange system by its focus on economic factors. Recent theoretical developments in economic anthropology, particularly through the work of Bloch and Parry, provide a model which is better suited to analysing the exchange system in its social, political and moral dimensions. It has been used succesfully in recent publications of the exchange system in the ancient Greek world. In this article, its possibilities for the Roman exchange system and the role of money in it will be explored.

Banking and business in the Roman world / Jean Andreau ; transl. by Janet Lloyd

Published:

Cambridge [etc.] : Cambridge University Press, 1999

Abstract:

In the first century BC lending and borrowing by senators – starting with Caesar and Crassus – was the talk of Rome and even provoked political crises. During this same period, the state tax-farmers, the famous publicani, were handling enormous sums and exploiting the provinces of the empire. Until now no book has presented a synthetic view of Roman banking and financial life as a whole, from the time of the appearance of the first bankers’ shops in the Forum between 318 and 310 BC down to the end of the Principate in AD 284. Professor Andreau writes of the business deals of the elite and the professional bankers and also of the interventions of the state. To what extent did the spirit of profit and enterprise predominate over the traditional values of the city of Rome? And what economic role did these financiers play? How should we compare that role to that of their counterparts in the late Middle Ages and the early modern period?

Abstract:

This paper argues that the contrasted degrees of fiduciarity and metallism of the base coinage between the Greek states and Rome were essentially the result of practical considerations linked to its vulnerability to counterfeiting, rather than the result of different conceptions of the idea of money. Similarly, the gradual decline of the weight of Roman bronze coinage during the later Republic, traditionally explained as the consequence of a growing acceptance of fiduciary money, was essentially the mechanical product of a fall in the market value of silver as a commodity. The consequence of this reading ultimately leads to a reassessment of some the financial and political developments of the later Republic.

Abstract:

This article mainly covers the period between 133 bc and the end of the Mithridatic wars (63 bc). It challenges the view that Romans were very discreet in the East. Indeed, even if denarii failed to circulate (but see now the overstrikes of the drachms of Philip VI Andriscus) and positive evidence remains scarce (such as the gold staters of Flamininus or the tetradrachms in the name of Aesillas), it is likely that Romans were active behind a full range of civic coinages. Looking for facts, 1) die-studies are now available for important coinages such as Ephesian cistophori, the drachms of Ariobarzanes I, the tetradrachms of Aesillas, the First Macedonian Meris, Mithridates VI, Nicomedes IV, Arados, and Laodicea. These die-studies allow us to correlate the level of production with the presence of Roman armies. To this crucial information, we may add two less significant kinds of evidence: 2) overstrikes, which sometimes allow for the development of hypotheses about metal provenance (cistophoric tetradrachms of Ephesus and Tralles, tetradrachms of Tenedos and Abydos), and 3) technical features which, put into perspective, seem characteristic of a Roman production methods (brockages [Ephesus and Nysa], letters on the obverse [Nicomedes, Lucullus, Aesillas, Oinoanda] or style of engraving [Athens, Fimbria]). At last, we must face the existence of 4) unexpected coinages, unlikely to have been commercial, and well adapted for use by Roman armies (Ainianes and Oinoanda [?]). As a result, a broader and enriched panorama emerges in which the Romans appear as the leading force behind many coinages before 63 bc, when Pompey reorganized the monetary system to explicitly affirm Roman authority.

Abstract:

The systematic use of coin marks linked or not to officinae started in 258, simultaneously in Rome and Samosate. The Eastern influence on this new system put in place by the administration is unmistakable. It concerns a reaction to three simultaneous phenomena: the increase of the number of officinae, from 15 to 30 between 253 and 268 – a tenfold increase in the output of each of them – and the development of imperial propaganda, reflected by the sudden increase in the number of busts and legends on the coins. The growing complexity of the emissions and their multiplication thus shortening their lifetime, required a control system that would remain in use till the end of the Empire.

Money and government in the Roman empire / Richard Duncan-Jones

Published:

Cambridge : Cambridge University Press, 1994

Abstract:

Rome's conquests gave her access to the accumulated metal resources of most of the known world. An abundant gold and silver coinage circulated within her empire as a result. But coinage changes later suggest difficulty in maintaining metal supplies. By studying Roman coin-survivals in a wider context, Dr Duncan-Jones uncovers important facts about the origin of coin-hoards of the Principate. He constructs a new profile of minting, financial policy and monetary circulation, by analysing extensive coin evidence collected for the first time. His findings considerably advance ou knowledge of crucial areas of the Roman economy. This book will be an essential reference work for Roman historians and numismatists and will also be of interest to economic historians.

Structure and scale in the Roman economy / Richard Duncan-Jones

Published:

Cambridge : Cambridge University Press, 1990

Abstract:

This book considers important interlocking themes. Did the Roman Empire have a single 'national' economy, or was its economy localised and fragmented? Can coin and pottery survivals demonstrate the importance of long-distance trade? How fast did essential news travel by sea, and what does that imply about Mediterranean sailing-patterns? Further subjects considered include taxation, commodity-prices, demography, and army pay and manpower. The book is very wide-ranging in its geographical coverage and in the evidence that it explores. By analysing specific features of the economy the contrasting discussions examine important questions about its character and limitations, and about how surviving evidence should be interpreted. The book throws new and significant light on the economic life of Europe and the Mediterranean in antiquity, and will be valuable to ancient historians and students of European economic history.

Abstract:

This paper aims to clarify and explain the Roman monetary policy in the context of transformations in the fourth century through the theoretical model of the Austrian School of Economics. By studying monetary mutations, its causes and its consequences, it is intended to contribute to a better comprehension of fiscal policy and social dynamics of the period, by two specific objectives: a) understanding the basic concepts of money and inflation, and b) understanding of monetary policy and the inflationary process during the specified period, its causes and consequences, as well as their relationship with socio-historical context.

Abstract:

This work analyses the distribution patterns of the Nero’s copper and brass coin in the Roman provinces of the european West, starting from a wide sample of pieces coming from finds. It is intended thus to get keys to understand the priorities of the Nero’s monetary policy, and its relationship with the monetary circulation of his time. The work has been divided into two parts. In this first part, the rhythm of the Neronian coinage is studied, starting from the relative presence of its issues in the sample.

The second part of our study concerning the distribution of the Neronian “aes” in the western coin finds is presented. In this part, we analyse the different chronological and typological profiles that the regional sets of asses show. It is thus intended to deepen in the understanding of the Nero’s monetary policy.

Control marks and Mint administration in the fourth century / Johan Van Heesch

Source:

Revue Belge de Numismatique 158 (2012) p. 161-178

Abstract:

Control marks are omnipresent on 4th century billon coins. The purpose of this contribution is to examine if these marks enable us to gain insight in the administration of mints and if marking and administration were controlled centrally or not. From the emergence of the system of marking at the end of the 3rd century, it seems clear that mintmarks and the speed of their change were managed by a central authority. This also implies that detailed records were kept and that impressive archives once existed. Together with the uniformity of the coinage and the homogeneous metal content of the billon coinage over the whole empire, it illustrates the importance attached to a stable coinage and the awareness of the economic consequences of an untrustworthy system. Though much was ordered from above, the actual elaboration of the marks was determined at the level of the mints. The empirewide reduction of the number of workshops under Julian (c. 363) seems to suggest that these were not indispensable, but rather inefficient and costly. It is suggested that the minters belonged to a class or guild characterized by privileges that were considered inappropriate at that time.

Providing markets with small change in the early Roman Empire: Italy and Gaul / Johan Van Heesch

Source:

Revue Belge de Numismatique 155 (2009) p. 125-142

Abstract:

Coinage in the western parts of the Empire was organized in a completely different way to Roman Greece or the East. Small change (i.e. asses, and especially semisses and quadrantes) was not of prime importance to the Roman government. Asses were, however, indispensable for small-scale monetary transactions, as were the subdivisions of the as from Augustus to Nero in Gaul and for an even longer period in Italy. Semisses and quadrantes were still minted under Antoninus Pius, who died in 161. While asses and the higher denominations were almost always issued by mints controlled by the state; the smaller subdivisions were often left to the local authorities, be they cities, the military or perhaps even private persons or entrepreneurs. This was so in Gaul from Augustus to Claudius, and in Italy from the late-first century BC till the reign of Augustus. Afterwards (from Nero onwards in Gaul, and from Augustus in Italy) the central mints developed a policy of minimal production of small change and did actually send batches of it to some parts of the empire. The mechanisms by which these coins entered circulation are not known, but several hypotheses are formulated here.
