This Tutorial was written for those that have a working knowledge of PSP.
 

Supplies Needed:
PSPX (any version will work)
Tube(s) of choice
Mask Of Choice
Kit or Supplies of choice
I'm using "Fairy Dreams in the Woods" Scrapkit by UrbanMermaid Designs
which can be purchased HERE

Lets begin:
New image 550x550 (transparent)
Open UMD_FDW_Paper2
copy and paste as new layer
Open UMD_FDW_Overlay
resize 85%
copy and paste as new layer
change blend mode on this layer to burn
merger visible
apply mask of choice
resize 85%
Open UMD_FDW_Journal3
resize 80%x2
Copy and paste as new layer
place bottom left corner
Image>free rotate 15 left

Open UMD_FDW_WordArt2
resize 80%x2
copy an paste as new layer
Image>free rotate 15 left  place ontop of book

Open UMD_FDW_Border1
resize 85%x2 (may need to stretch out)
copy and paste as new layer place at bootom of image
(see tag for placement)
Image duplicate mirror
(you may need to do this a few times to get a complete covering depending on tube)
 
Open UMD_FDW_Element11
resize 70%   copy and paste as new layer
place bottom right ontop of leaves
 
Open UMD_FDW_Element1
resize 70%  copy and paste as new layer
place top left corner

Open UMD_FDW_Element8
copy and paste as new layer
place this under the once upona time label

with selection tool draw the star that is showing   edit copy  deselect
Open animation shop  paste as new animation
Effect>Insert image effect>rotate colors
with these settings
 
 
 
 
 
hit ok view normal view

Back in PSP  edit copy merged
paste as new animation in shop  making a total of 5 frames
make sure propagate paste button is selected
back on star frames  edit select all copy
back on working image  edit paste into current frame
place right ontop of star  Animation>frame properties change this to 35   resize if desired
save as GIF
