This tutorial was written for those with a working knowledge of PSP
 
Supplies Needed:
PSPX (any version will work)
Animation shop
Tube(s) of choice

Kit or supplies of choice
I'm using the fun "Bingo Blitz" ScrapKit By Crystals Cottage Scraps
which can be purchased
 
 
Lets begin:

New image  flood fill white
preset shape tool   round rectangle  black width  25

draw out a rectangle suitable for a frame  convert to raster layer
magic wand  click on frame

Open paper4  resize 70%
copy and paste into selection
select none

Effects>Inner Bevel  with these settings
 
 
 

Open paper6   resize 70%
magic wand  click inside frame
selections modify  expand by 2
copy and pste paper as new layer
move below frame
selections  invert delete
select none
 
Open your tube of choice
resize if needed
copy and paste as new layer  move this below frame
duplicate   move this above frame
with eraser too erase any over hang you may have on both tube layers

Open belt  resize 60% and then again at 75%
copy and paste as new layer
place at bottom of frame
(see tag for placement)

Open bow  resize 60%x2
copy and paste as new layer
place bottom right  duplicate mirror

Open dauber  resize 60%x2
copy and paste as new layer
place to the righ of frame
duplicate move this to the left
(see tag for placement)

Open bingocard   resize 75%x3
copy and paste as new layer
image free rotate  45 right

copy and paste bingo card again
image free rotate 45 left
place upper right
 
Open bingo chip   resize small enough to fit over numbers on card

copy and passte as new layer
place a dot on each of the free spaces
copy merged
open animation shop paste as new animation

back in PSP copy the dot again and paste as new layer
place a dot on a number on both cards
copy merged
paste after current frame
(DO NOT MOVE THE DOTS)
repeat this process until you have all numbers covered to give you a bingo lol
always pasting after current frame

when through  edit select all
Animation>frame properties change this to 30

if happy with speed
resize if desired
save as GIF
