    SPEAKER:      Dr. Fei Bian


    TOPIC:            Proposed New Permit by Rule (PBR) for Oil and Gas Facilities – 1 hour CEUs
    The presentation will discuss the new permit by rule (PBR) proposed by TCEQ with more stringent requirements for oil and gas facilities.

    Biography:  Dr. Bian is a senior consultant in the Dallas office of Trinity Consultants, a nationwide environmental consulting company specializing in industrial air quality issues. Dr. Bian is also an adjunct assistant professor at Southern Methodist University (SMU) and teaches the Fundamentals of Air Quality course at Department of Environmental & Civil Engineering (starting this fall semester). At Trinity, her expertise encompasses air permitting and regulatory applicability analysis (state and federal), emissions quantification, control technology analysis, risk management planning and hazard assessment, air dispersion modeling and greenhouse gas emission inventory.  Dr. Bian has assisted with air quality permitting and compliance strategies for clients from a variety of industries, including chemical, petroleum refining, oil and gas, asphalt and roofing, cement, lime and aggregates, pulp and paper, bulk storage terminals, aerospace, wastewater treatment, and general manufacturing.  Dr. Bian is also a co-instructor for Trinity's professional training courses in air permitting and compliance for industrial clients in Texas.  

    Dr. Bian holds a Ph.D. degree in Chemical Engineering from Vanderbilt University and a B.S. degree in Process Control Engineering from Zhejiang University in China.  In her doctoral research, Dr. Bian developed a new secondary organic aerosol lumping model that was adopted in the aerosol module of EPA's CMAQ (Community Multiscale Air Quality Modeling System) model.  Dr. Bian has technical publications and conference proceedings in Environmental Science & Technology, Atmospheric Environment and AICHE, AAAR, and A&WMA annual conferences.
