First CSA

In Spring 2007, a group of individuals formed a self-declared Pro Tem Sale Committee (SC), together with a Property Agent, First Tree Property, and a law firm, and drafted a Collective Sales Agreement (CSA), that was ditributed to the owners or "Subsidiary Proprietors" (SP) of Dairy Farm Estate for their consideration. 

A meeting was called on 19 MAY 2007 at the Salvation Army building in Bukit Timah, and approximately 400 Daiy Farm residents and owners attended.  This CSA had a time limit of 1 year, expiring in MAY 2008.  The Reserve Price was set at $570 Million.

On 28 JUNE 2007, the Agent notified SP's by letter that the Reserve Price was raised to $975 Million.

In JULY 2007, the first legally required notice of signatories to the CSA was posted in public spaces in Dairy Farm.  Only about 3% of owners had signed the CSA.

On 19 AUGUST 2007, the Sales Committe distributed a letter to residents stating that the CSA was ammended to expire on 19 NOVEMBER 2007.

Second CSA

On 8 AUGUST 2007, a second self-declared Sales Committee announced, by flyers placed in mail boxes, that it was about to distribute a new CSA with ERA as the Property Agent.  The proposed Reserve Price was stated to be $1.2 Billion.

On 6 SEPTEMBER 2007, the Sales Committe placed letters in residents' mailboxes, stating that "by mutual understanding ERA has ceased to be the lead agent for the en bloc sale."  No new signature gathering will take place until after the next AGM (in October 2007), when the Sales Committee will seek ratification from the owners.

Save Dairy Farm Group

Following the initial announcement of an En Bloc attempt, a group of concerned owner/residents began meeting and communicating.  The group is generally opposed to the current En Bloc attemps (for various reasons), and has been working to educate fellow resident/owners on the significant risks in the proposed Collective Sales Agreements.  By July 2007,  over 100 owners signaled their opposition to the En Bloc attemps.

Ammendment to Land Titles (Strata) Act

On 20 September 2007, Parliament passed Bill Number 32/2007, the Land Titles (Strata) (Amendment).  The much anticipated and significant changes to the En Bloc process are now part of Singapore Law.  New safeguards for transparency, due process and fairness are now required for Collective Sales.

Dairy Farm Annual General Meeting

The DFE AGM was held on 27 October 2007.  No actions relavant to any En Bloc attempt were discussed or voted on.

Dairy Farm Extra-Ordinary General Meeting

In January 2008, an Extra-Ordinary General Meeting (EOGM) was called for by a group of SP's in order to consider a motion to start a new En Bloc process, under the new procedures of the Ammended Land Titles (Strata) Act.  The meeting was scheduled to be held on 2 FEB 2008 and announced to the SP's, however, on that day, there was not a sufficient quorum to begin the EOGM.

2018 Extra-Ordinary General Meeting

On 13 January 2018, an Extra-Ordinary General Meeting (EOGM) was called for by a group of SP's in order to consider a motion to start a new En Bloc process, under the new procedures of the Ammended Land Titles (Strata) Act.  The minimum 30%  or Shares was present in order to have a Quarum, and the EOGM was convened.  A Collective Sales Committee (CSC) was selected and empowered for designated activities.
