The Capitol District Advancement Committee of the Baltimore Area Council, B.S.A., has hosted this site to provide Merit Badge Counselors, Nova Counselors, SuperNova Mentors, Scouts, parents and units information about BSA's Merit Badge, STEM and Nova awards programs. The site is intended to help these individuals interpret the advancement policy established by the Boy Scouts of America National Advancement Committee, procedures implemented within the Baltimore Area Council and practices followed within The Capitol District.
The site provides a common workspace and organizes a number of resources to promote a better understanding of the Merit Badge process. The site is divided into the following areas of interest: Merit Badge/STEM Announcements, Merit Badge Counselors/Nova Mentor Resources, Scouts and Units.
This site is patterned on National documentation and highlights the information contained in the online Guide to Advancement 2015, BSA web resources, advancement newsletters, Merit Badge training with added information that is specific to the Baltimore Area Council.  In the case of conflicting information the Guide to Advancement 2015 takes precedence.
