Caltrans District 3 consists of eleven counties: Butte, Colusa, El Dorado, Glenn, Nevada, Placer, Sacramento, Sierra, Sutter, Yolo and Yuba, and is a very diverse region in terms of geography, weather and land use. This makes regional goods movement planning a challenge to implement.  With economic growth predicted for the region, the Federal Highway Administration (FHWA) has estimated freight tonnages originating in, destined for, or traveling through District 3 to increase by 75-80% between 2011-2035. In addition, the federal Moving Ahead for Progress in the 21st Century Act (MAP-21) seeks to identify a Primary Freight Network and Rural Freight Corridors for prioritized funding.

Federal mandates and freight growth makes freight planning a critical component for the District 3 Goods Movement Plan. For this purpose, Caltrans has hired a consultant team led by System Metrics Group, Inc. to meet the following objectives: close information gaps, develop a project planning prioritization framework, improve planning integration and enhance regional coordination. Project materials will be uploaded on the website on a regular basis.
