Surprise Arizona is located approx. 25 miles NW of Phoenix. Surprise was founded in 1938 by Flora Mae Statler, who named it Surprise as she "would be surprised if the town ever amounted to much".  It incorporated into a city in 1960.  Population at the end of 2010 was 117,517.

The Surprise Citizen Patrol was created in 1997 to help ensure a safe environment by providing quality customer service to the people who live and work in the City of Surprise. This volunteer based program is currently comprised of 69 highly-trained men and women who donate their time and skills in the furtherance of the Police Department Mission. Members of the Surprise Citizen Patrol wear uniforms and operate patrol vehicles while performing a wide variety of valuable services.

The Surprise Citizen Patrols responsibilities include, but are not limited to:

  • Traffic Control
  • Crime Scene Security
  • Residential Vacation Watch
  • Parking and City Code Enforcement
  • Sex Offender Notifications
  • Radar Deployment/Speed Enforcement Programs
  • Administrative Services
  • Maintenance and deployment of the Mobile Command Post
  • Maintenance of the sau (swat) vehicle and the non-lethal equipment onboard
The Surprise Police Department offers two seasonal Citizen Patrol Academies each year.  While in session, the academy meets for three hours, one day a week for six weeks.
