What is infill?
Infill is new construction that 'fills in' empty lots in areas that are already established. Good infill should "develop seamlessly within an existing urban fabric, balancing, completing, and/or repairing the surrounding sectors." 
 
Key considerations are:
"Setback is the distance from the front facade of the house to the steet and should be the same distance as other houses on the street. Height should be compatible with the height of buildings surrounding the lot. Mass pertains to the bulk of the house. It should be similar, rather than wider or longer than its neighbors. Scale of the house's height and width should be compatible with the proportions of other homes in the block. Facade, the face of the house, should not appear flat, nor should it be dominated by a garage. Windows and Doors should emphasize the vertical, taller rather than wider. Roofs should have a pitch, or angle of roof, that is similar to others in the neighborhood."

Respect 4 Raleigh Campaign

Raleigh is not alone, battles about teardowns are being waged in towns and cities across the country. This trend toward replacing older stable neighborhoods with newly developed streets of oversized homes will continue unfettered unless action is taken.

Neighborhood changes that are driven by private residents can enhance the community. The future of the inner neighborhoods, and the beauty of Raleigh itself, will suffer as long as speculative market forces are driving the changes. The property rights of ALL residents are equally important. If you are a concerned resident, please lend your voice to the debate by visiting and participating in this petition.

We are pleased to see that our efforts have been successful in bringing this important topic to the public realm. We look forward to the opportunity to get the real issues facing Raleigh on the table. 

We believe that the Infill Study Group recommendation sent by the Comprehensive Planning Committee to the City Council for a vote will be a vital step in helping Raleigh grow with respect for all its citizens.

Our motto, after all, is Respect Raleigh.

Community SCALE, in association with other neighborhoods across Raleigh, promotes a different point of view. We believe in equitable property rights for ALL citizens. We believe the city MUST act to set these standards before it is too late. We believe the character of the city itself could be harmed by inappropriate infill development -- that which does not respect the character or residents of the community. We believe that good infill should "develop seamlessly within an existing urban fabric, balancing, completing, and/or repairing the surrounding sectors." (see "infill" definition in left column). We believe we can do better AND become a better city.

 

Interim Zoning Change Statement

Good evening,
 
I live in the Fallon Park neighborhood and speak in opposition to this text change. I am a member of Community Scale. 
 
Sometimes I think what we are trying to accomplish is misunderstood.

This Friday we became aware of the text change from the city staff. While older neighborhoods need interim measures enacted, this text change does not resolve the issues, and it penalizes everyone involved in home building when more specific measures could be taken.

1) This measure is too restrictive, it puts the entire city under a one size fits all solution. This is the same problem we already face in zoning older neighborhoods.

2) This only addresses new buildings. The problem in older neighborhoods is the loss of community character with inappropriate infill and the loss of good homes bought only for their lots.

3) We value the importance of respecting the streetscapes that are part of a neighborhood's fabric. This includes setbacks, style and size. Size is not the only factor here, and this measure may cause undue hardship to other citizens.

4) This interim measure does not address the preservation of older homes. At this time, a teardown can rebuild at a larger footprint than a renovation. These inequities need to be re-balanced in such a way that neighborhood preservation and creative development can work together.

We respectfully ask that you send this back to the drawing board and see if there is a way to create a less restrictive and more balanced solution. Thank you for the time you have taken on the neighborhood's behalf. We appreciate the work of the city staff on this difficult problem.
