CUSD Stop Work Order

Cabrillo Unified School District (CUSD) has misplaced a new 2,000 square foot building foundation at the District Offices by 50 feet to the south.  This location now impinges upon, and may endanger the existence of the historical 1926 Hatch farmhouse.  The City of Half Moon Bay claimed ignorance of the problem until a Planning Commissioner brought it to the attention of the Planning Department. The project's Coastal Development Permit (CDP) was originally approved on March 24, 2015.

It appears that Ed Watkins, CUSD Bond Construction Manager, and Bruce Ambo, Half Moon Bay Planning Manager, had a discussion regarding the change order to move the building. We also know CUSD put in an application for a change order to the Division of State Architects (DSA) who oversees the construction of public schools. Without formal approval of this change order, from either DSA or the City, CUSD simply proceeded with the project.

The comment from Bruce Ambo was that the CDP did not reflect the change and therefore CUSD was "proceeding at their own risk." On Monday July 13, 2015, AFOG members notified Leroy Tam, Regional Manager of DSA, who had never approved the change order.  The addendum is still under review and yet CUSD charged ahead. On Tuesday July 14, the DSA sent out an inspector to review the situation, and on Wednesday July 15 at 1:14 PM the DSA issued a Stop Work Order and the project was shut down.

Once again there was no public process involved in modifying the CDP for this project which demonstrates lack of transparency to the public. Also this is a costly mistake on the taxpayer's dime. What is the CUSD board going to do to prevent these types of costly actions from occurring again?

UPDATE: The Planning Commission rejected CUSD's request to leave the foundation of the planned portable building in the altered location.  They required CUSD to produce a fully revised CDP.  An additional hearing before the Planning Commissioners was also required.  CUSD decided to move the foundation of the proposed building back to the approved location in the original CDP documents.
