Constitution and Bylaws (As revised May 11, 2009)


Article I            -            Name


The organization shall be known as Coalinga Rockhound’s Society, Inc.

                                    (A non-profit organization)


                                                Article II          -            Object


The improvement of its members in the art of cutting and polishing gem materials.

The study of mineralogy and geology.

To collect minerals and gem materials.

To provide opportunity for the purchase, exchange, and exhibition of specimens and materials.

The Coalinga Rockhound savings account shall be designated as a building fund.


Article III             -             Membership


Membership is open to anyone interested in earth sciences.  Bylaws shall be printed and given to all members.  Honorary members shall be presented to club by the Board of Directors.


Article IV        -            Dues 

Sec. 1. Regular adult dues will be $35.00.  Junior members 14 years and younger dues will be $10.00 and Senior members 65 and older will be $10.00. These dues are payable annually in January of each year.


Article V         -            Officers 


Sec. 1. The officers shall be President, Vice President, Secretary and Treasurer.

Sec. 2. Officers to serve for the calendar year – January through December.

Sec. 3.            Nominations and elections of officers will be held from the floor, at the December meeting.


                                                Article VI            -            Board of Directors


Sec. 1. The Board of Directors will be elected from the floor at the December meeting.

Sec. 2. The Board will consist of four members:  Two to be elected each year for a two-year term; and the immediate Past President.

Sec. 3. The purpose of the Board is to be an advisory body to work with and help the president in planning the programs and policies of the club during the year.

Sec. 4. The Board of Directors and the Officers shall constitute the Executive Board to meet Quarterly, March, June, September and December.  Quorum:  6.


                                                Article VII            -            Duties of Officers


Sec. 1. The President will preside at all meetings.

Sec. 2. The Vice-President, in absence of President, will preside at meetings and will do those tasks which are delegated to him by the President.

Sec. 3. The Secretary will keep minutes of every meeting, notify members of meetings, and will take care of all club correspondence.

Sec. 4. The Treasurer will take care of all club monies.


                                                Article VIII            -            Committees


Sec. 1. The Program and Refreshment Chairman to be appointed by the President.

Sec. 2. The Constitution and Bylaws Committee will compose of the Executive Board.

Sec. 3. The President appoints the Chairman of any special committee he deems necessary or of those, which may be created during the year.

Sec. 4. The Federation Director shall receive compensation of $50.00 for attending State Federation Convention, Registration fee and two banquet tickets.


                                                Article IX            -             s


Sec. 1.            Meetings will be held the second Monday of the month at 6:00 p.m.  Meetings will be held at place designated by the President.

Sec. 2. Special meetings may be called at the discretion of the President.

Sec. 3. The membership will be notified of every meeting and excursion.


                                                Article X            -            Order of Business


Sec. 1. The Order of Business at regular and special meetings, when so desired by the President, shall be:  Call to Order – Reading of the Minutes – Treasurer’s Report- Report of each Standing Committee – Report of any Special Committee – Reading of Communications – Unfinished Business – New Business – Program – Adjournment.

Sec. 2. No buying, selling, or trading can take place during a club business meeting.


                                                Article XI            -            Amendments


Amendments shall be presented to the Board for submission to the membership. An

amendment shall have twenty percent of the membership signatures.  Amendments shall

be read at one meeting and voted on at the next and written notice must be sent to the

membership.  Two thirds of the membership present and voting must approve the new

legislation.  Where business procedure is not covered by the club’s Bylaws, Robert’s

Rules of Order shall prevail.


                                                Article XII            -            Shows


Sec. 1. The date for the Coalinga Rock Show shall be set at the November meeting by vote of the members.

Sec. 2. The President shall appoint the Show Chairman with the approval of the Board.

Sec. 3. Duties of the Show Chairman

a.                  Appoint all show committees.

Sec. 4. Local dealers can not be dealers at Coalinga Rock Show.
