Special Needs Adoption Coalition

The Special Needs Adoption Coalition (SNAC) of Oregon is a group of private adoption agencies licensed in the State of Oregon to conduct adoptions of children in the custody of the Department of Human Services (DHS) who are available for adoption. The SNAC is comprised of 11 private adoption agencies and is facilitated by one of the agencies, Boys & Girls Aid. If you are considering adopting a child in the custody of DHS, you may choose to work directly with DHS or with any of the SNAC member agencies. Each agency has their own fee structure and fees are partially reimbursed through the State of Oregon once an adoption finalizes.
