Architectural Changes

All property in Clopper's Mill is encumbered by the Declaration of Covenants, Conditions and Restrictions for  the association. No additions or changes to the exterior of a  lot may be performed without approval by the Board of Directors.The Board of Directors may delegate the application review process to an appointed Architectural Committee.

Exterior changes include any alteration in exterior color, alteration of landscaping, or fencing of property. Sheds, pens, kennels, and outdoor clothes drying are expressly forbidden.

To obtain approval for a change, submit your plans and specifications for the change to the association using an architectural change form. Approval for any alteration must be obtained before any changes are implemented.

Failure to obtain approval prior to implementing exterior changes is a violation of the covenants and may result in a fine of $150 plus $25 per day that the violation continues.

If a requested modification is not approved, a lot owner may request a hearing before the Board of Directors to appeal the decision.

Additions, Major Modifications
For architectural change applications for major additions or modifications such as room additions or expansions, include the following items:
  1. Architectural Change Application (see link at top of page).
  2. Location on copy of lot survey.
  3. Scale drawing showing plan (overhead view), elevations, and dimensions (length, width, and height).
  4. Materials to be used in construction.
  5. Color/finish.
  6. Roof plans.
Provide any additional information to assist the Association in making a judgement on the application such as:
  • Length, width, and height measurements.
  • Size of materials used as trim.
  • Size of corner boards.
  • Size of cap plates covering wood beams.
  • Size and construction of concrete base.
  • Size of doors and windows materials to be used.
  • Size of trim around windows and doors.
  • Measurement of gutter boards related areas.
  • Dimension of roof overhang.
Basketball Backboards
For architectural change applications for permanent basketball backboards, include the following items:
  1. Architectural Change Application (see link at top of page).
  2. Style - photograph, sketch, or catalog photo.
  3. Dimensions/size.
  4. Location on copy of lot survey.
  5. Color/finish of backboard and pole.
Decks, Patios, Sunscreens, Trellises
For architectural change applications for decks, patios, porches, sunscreens, and trellises, include the following items:
  1. Architectural Change Application (see link at top of page).
  2. Location on copy of lot survey.
  3. Scale drawing showing plan (overhead view), elevations, and dimensions (length, width, and height).
  4. Materials to be used in construction.
  5. Detail drawings/sketches of railing design and any built in features such as benches.
  6. Color/finish.
Doors and Windows
For architectural change applications for doors and windows, include the following items:
  1. Architectural Change Application (see link at top of page).
  2. Location of new window or door on copy of lot survey.
  3. Elevation view drawing of window or door on house with location, width, and height dimensions.
  4. Brochure or catalog photo and description.
  5. Notes regarding any changes to house trim.
  6. Color/finish.
Fences
For architectural change applications for a fence, include the following items:
  1. Architectural Change Application (see link at top of page).
  2. Location of fence on copy of lot survey.
  3. Drawing, sketch, photograph, or brochure showing fence design including gate(s), if any.
  4. Fence height
  5. Materials to be used in construction.
  6. Color/finish.
  • Note that a fence style other than board on board for townhouse lots will not be approved
  • Note that a fence style other than split rail or estate for single family lots will not be approved.
Fireplaces and/or Chimneys
For architectural change applications for a fireplace and/or chimney, include the following items:
  1. Architectural Change Application (see link at top of page).
  2. Location on copy of lot survey.
  3. Scale drawing showing front and side elevations and dimensions (length, width, and height).
  4. Materials to be used in construction.
  5. Color/finish.
Landscaping
For architectural change applications for landscaping include the following items:
  1. Architectural Change Application (see link at top of page).
  2. Location of landscaping on copy of lot survey.
  3. Landscaping plan drawing with plants and other materials indicated.
  • Note that plantings are not permitted on county or Association property including the area on single family lots between the sidewalk and the street.
Paint or Stain Color Changes
For architectural change applications for paint color change include the following items:
  1. Architectural Change Application (see link at top of page).
  2. Paint or stain color, brand, and number.
  3. Specification of areas to be painted and color to be applied. A simple drawing of areas to be painted along with colors used is helpful.
  • Note that an application is not necessary for repainting areas without a change in color.
Play Equipment
For architectural change applications for play equipment, include the following items:
  1. Architectural Change Application (see link at top of page).
  2. Location of equipment on copy of lot survey.
  3. Drawing, sketch, photograph, or brochure showing equipment along with equipment description.
  4. Color/finish.
Roof and/or Shingles
For architectural change applications for roof and/or shingle replacement, include the following items:
  1. Architectural Change Application (see link at top of page).
  2. Brochure or catalog illustration showing the shingle type and color. 
Storm Doors
For architectural change applications for a storm door, include the following items:
  1. Architectural Change Application (see link at top of page).
  2. Brochure or catalog illustration showing the storm door and a description.
  3. Color/finish.
  • Note that full view storm doors in a color matching the existing trim of the house are preferred.
