Tradional water heaters keep a large tank of water hot. This takes a lot of energy. If the water heater is warm to the touch then its poorly insulated. Either wrap it with a blanket or replace it with an energy efficient model. If the water heater is warm to the touch, try a wrap. These are cheap and will pay for themselves quickly.

Newer water heaters have a very small tank and heat the water on demand. As a result they do not run 24 hours a day - and never "run out".

Another option is a small water heating device that attaches directly to the shower body. Before you turn the water on, you select the temperature you would like. The water comes out at that temperature instantly reducing wasted water and using less electricity.
